Got your second dose of vaccine? Congrats! Now take a look at the SOPs for fully vaccinated individuals and see which activities you can finally take part in.

UPDATE (19 August 2021): Caretaker prime minister Muhyiddin Yassin announced that fully vaccinated individuals will now be allowed to dine in even in states under Phase 1 of the National Recovery Plan (PPN). He has also announced several other SOP relaxations for fully vaccinated individuals. Refer to the list below for the latest SOPs.

He then announced the SOP relaxation for the fully vaccinated individuals, applicable to all phases of PPN.
He also said the Covid-19 digital vaccination certification will be used to verify an individual’s immunisation status to the authorities.
Here’s the summary of the announcement:
Fully-vaccinated individuals:
The Prime Minister explained that individuals would be considered fully vaccinated when he or she received:
- Double-dose vaccines such as Pfizer-BioNTech, AstraZeneca, Sinovac: 14 days after second-dose vaccination
- Single-dose vaccines such as Johnson & Johnson & CanSino: 28 days after vaccination
SOP for fully vaccinated individuals in Phase 1 of PPN:
Crossing state and district lines for long-distance couples (PJJ):
- Married long-distance couples are allowed to cross district and state lines for the purposes of meeting each other provided that both individuals are fully vaccinated, have PDRM’s approval, and these documents:
- Copy of both husband and wife’s identification card.
- Copy of wedding certificate/card.
- Copy of both husband and wife’s Covid-19 Vaccination card or Digital Certificate.
- Copy of proof of spouse’s residence or employer confirmation letter.
- Present the letter of permission that had been approved by PDRM when passing through roadblocks (SJR).
Crossing state and district lines for parents and guardians with long-distance child (under 18)
- Parents or guardians with children under the age of 18 that resides in a different district or state are allowed to cross district and state lines to meet the child on the condition that both parents/guardians are fully vaccinated, have PDRM’s approval, and these documents:
- Copy of parents’ identification card and child’s birth certificate.
- Copy of parents’ / guardian’s Covid-19 Vaccination Card or Digital Certificate.
- Information about the child’s school (if applicable)
- Present the letter of permission that had been approved by PDRM when passing through roadblocks (SJR).
Citizens and non-citizens returning/arriving from abroad
- Citizen and non-citizen travellers, who have a residence in Malaysia (including PR and Malaysia MY Second Home), who returned or arrived from abroad, and are fully vaccinated, are allowed to undergo mandatory quarantine at home and given a Home Surveillance Order (HSO) that is subject to details issued by the Ministry of Health (MOH). They have to:
- Provide valid proof of a negative RT PCR test result taken within three days before departure.
- Have a valid Covid-19 Vaccination Certificate that is complete (depending on the type of vaccine).
- Shows no symptoms during screening at the International Gateway.
- Have a suitable residence to carry out quarantine.
- Individuals who return/arrive from abroad and have not been fully vaccinated or not vaccinated, must undergo quarantine at a designated quarantine centre as well as subject to details issued by the MOH.
- The mandatory quarantine period for travellers from all countries is 14 days and can be extended for another 7 days if there is a need based on the results of the risk assessment conducted on the 14th day.
Religious activities
- Prayer activities in mosques and surau for fully-vaccinated inidividuals are allowed and is subject to regulations and SOPs by the State Religious Authority.
- Prayer activities at Houses of Worship Other than Islam (RISI) for individuals who have been fully vaccinated are allowed and are subject to regulations and SOPs by the Ministry of National Unity.
Production and construction sector
- For activities that are not listed in the Manufacturing and Construction Essential Services with the rate of fully-vaccinated employees as follows are allowed to operate:
- 40%: Operate at 60% capacity.
- 60%: Operate at 80% capacity.
- 80%: Operate at 100% capacity.
- An RTK Antigen test will be conducted on employees every 2 weeks. The cost shall be bared by the employers.
Mining and quarrying
- For the mining and quarrying sector with the rate of fully-vaccinated employees as follows are allowed to operate:
- Below 60%: Allowed to operate with 60% employee capacity.
- 60%: Allowed to operate with 80% employee capacity.
- 80%: Allowed to operate at 100% employee capacity.
- An RTK Antigen test will be conducted on employees every 2 weeks. The cost shall be bared by the employers.
Trading and distribution
- Only fully vaccinated individuals are allowed to enter these business premises.
- Car wash.
- Electric and electronic shops.
- Home and kitchen appliances stores.
- Furniture shops.
- Sports equipment stores.
- Vehicle accessory shops.
- Vehicle distribution and sales centres.
- Morning and farmers’ market only.
- Clothing, fashion, and accessory stores.
- Jewellery stores.
- Barbershops and beauty salons (basic haircuts only).
- The owner of the premises must ensure that all customers who wish to enter their premises must present their Covid-19 Vaccination Card/ Digital Certificate as proof that they have been fully vaccinated.
- Parents/guardians who are fully vaccinated are allowed to bring their children, aged 17 and below, to the premises while following the general health protocol
Dine-in
- Restaurant operators including hotels, sports and recreation club houses, eateries, food stalls, catering vehicles, roadside hawkers, circulating hawkers, food courts, centers hawkers, roadside food stalls and kiosks are allowed to operate, but subject to the following conditions:
- Only fully vaccinated and asymptomatic customers are allowed.
- The owner of the business premises MUST put on a notice that states only fully vaccinated and asymptomatic customers are allowed at the entrance of the premises.
- Only fully vaccinated or asymptomatic employees are allowed to work with the following vaccination rates:
- 40%: Allowed to operate with a capacity of 60% of employees.
- 60%: Allowed to operate with a capacity of 80% of employees.
- 80%: Allowed to operate with 100% employee capacity.
- Business premises owners need to ensure table layout according to SOPs and the premises have a good ventilation system.
- Dine-in activities are allowed with a capacity of 50% per table and physical distancing of at least 1 meter subject to SOP KPDNHEP PPN Fasa 1 – Perdagangan Pengedaran.
- Fully vaccinated individuals are allowed to bring children aged 17 years and below to dine-in with strict SOPs.
Markets
- Only fully vaccinated individuals are allowed to enter the business premises.
- Day markets, farmers’ markets, night markets, and weekly markets are allowed to operate. Customers who wish to enter the market area must present their Covid-19 Vaccination Card / Digital Certificate as proof that they have been fully vaccinated.
Sports and recreational activities
- All sports and recreational premises and facilities are LIMITED to FULLY VACCINATED INDIVIDUALS and only for all non-contact individual sports and recreational activities for the purposes of health, fitness, and training while maintaining minimal physical distancing of 2 to 3 meters from 6 am to 8 pm and is done in the same area. Permitted activities at the premises/facility include swimming, equestrian, shooting, tennis/badminton (singles), golf, motoring, and alike.
- The operations of all commercial outdoor and semi-outdoor sports and recreational facilities including swimming pools/water sports and recreational facilities (open and semi-open) with compliance to 60% user/area capacity WITH supervision. Employee attendance is limited to 60% including management and operations staff. Users of the facilities are those who are FULLY VACCINATED only. Individuals who are fully vaccinated are also allowed to bring children aged 17 and below for the above-mentioned activities with strict SOP.
- The operations of all commercial outdoor and semi-outdoor sports and recreational facilities including swimming pools/water sports and recreational facilities (open and semi-open) are subject to the local authorities (PBT) and relevant authorities.
- Dining-in ate restaurant and cafe within the premises are allowed. However, showers room facilities are not allowed.
Picnics and camping
Picnics and camping activities in the same district are allowed. Individuals who are fully vaccinated are allowed to bring children aged 17 years and below for said activities in compliance with strict SOP.
SOP for fully vaccinated individuals in Phase 2 of PPN:
Inter-district travel:

Interdistrict travel is allowed for fully vaccinated individuals. You need to provide COVID-19 Digital Vaccination Card / Certificate and identity card/ passport as proof.

They have to:
- Provide valid proof of a negative RT PCR test result taken within three days before departure.
- Have a valid Covid-19 Vaccination Certificate that is complete (depending on the type of vaccine).
- Shows no symptoms during screening at the International Gateway.
- Have a suitable residence to carry out quarantine.
- Individuals who return/arrive from abroad and have not been fully vaccinated or not vaccinated, must undergo quarantine at a designated quarantine centre as well as subject to details issued by the MOH.
- The mandatory quarantine period for travellers from all countries is 14 days and can be extended for another 7 days if there is a need based on the results of the risk assessment conducted on the 14th day.
- Travellers are required to make a daily self-assessment through Home Assessment Tool (HAT) in the MySejahtera application and this activity should continue until the end quarantine period (either 14 days or 21 days from the date of arrival).
- Travellers are required to take COVID-19 RT-PCR test upon arrival at PMA. They are also required to take another RT-PCR COVID-19 on the 10th day or the 18th day (for travellers who have to undergo quarantine for 21 days).
Religious activities
- Prayer activities in mosques and surau for fully-vaccinated inidividuals are allowed and is subject to regulations and SOPs by the State Religious Authority.

- Individuals who are fully vaccinated are allowed to bring children aged 17 years and below for said activities in compliance with strict SOP.
Tourism
- Tourism activities are only allowed in the same state for hotels and homestays.
- Only fully vaccinated guests are allowed. Guests have to present the COVID-19 Vaccination Digital Certificate during check-in.
- Hotel and homestay operators need to ensure individuals who wish to enter the premises MUST show their COVID-19 Vaccination Digital Certificate to prove that the individual has been fully vaccinated.
- Fully vaccinated individuals are allowed to bring children aged 17 years and below for tourist activities in hotels and homestays with
strict protocols.
Production and construction sector

- Outdoor equipment store (including camping, fishing equipment, etc.)
- Cosmetics, skin care and perfume stores
- Tobacco stores (including vape and electronic cigarettes)
- Shops that sell household goods and kitchen utensils
- Furniture store
- Sports equipment store
- Vehicle accessories store
- Vehicle distribution and sales center
- Clothing, fashion and accessory stores
- Jewelry store

- Night markets and weekly markets are allowed to operate by ensuring customers who wish to enter the night market and week market area MUST show their COVID-19 Digital Vaccination Certificate to prove that they’re fully vaccinated.
