Phase Two of National Recovery Plan (PPN) SOPs: What is allowed and not allowed?

As we enter Phase Two of the National Recovery Plan (PPN), let’s take a look at the SOPs that were implemented by the government.

Prime Minister Datuk Seri Ismail Sabri Yaakob announced that Selangor, Kuala Lumpur and Putrajaya will transition to Phase Two of the National Recovery Plan (PPN) effective Friday (Sept 10). He said the decision was made at the COVID-19 Pandemic Management Special Committee meeting today.

According to him, the relaxation was the same as that for states that had transitioned to Phase Two previously, including allowing cross-district travels for fully vaccinated individuals.

“Long-distance married couples who have been fully vaccinated are allowed to cross states, while parents who have received both doses of the COVID-19 vaccine jabs are permitted to cross states to meet their children aged below 18,” he said in a statement.

Ismail Sabri said that dine-in for fully vaccinated customers was also allowed, while tourism activities were only allowed in the same state for those who have completed two doses of the vaccine jab.

Ismail Sabri said the committee also decided that Selangor, Kuala Lumpur and Putrajaya would be merged as one COVID-19 infection area and, as such, interstate travelling was allowed while there would be no more roadblocks.

Activities that are allowed during Phase One of the National Recovery Plan (PPN):

• Economic services that have been allowed.
• Purchasing necessities.
• Seeking medical treatment.
• Conducting official government or judiciary duties.

Activities that are not allowed during Phase One of the National Recovery Plan (PPN):

• Movement in and out of the state without permission from the PDRM.
• Activities listed in the ‘Negative List’ (see below).

Areas under Phase One of the National Recovery Plan (PPN):

• Kelantan
• Terengganu
• Pahang
• Perak
• Penang
• Sabah
• Melaka
• Selangor
• Wilayah Persekutuan Kuala Lumpur
• Wilayah Persekutuan Putrajaya

When does the Phase Two of the National Recovery Plan (PPN) take effect?

Starting August 20, 2021 (starting at 12.01 am)

• For Melaka starting on 4 September 2021 (starting 12.01 am)
• For Selangor, Kuala Lumpur and Putrajaya starts on 10 September 2021 (starting 12.01 am)

Fully vaccinated individuals: 

Individuals who have fulfilled these criteria are considered fully vaccinated:

• Double-dose vaccines such as Pfizer-BioNTech, AstraZeneca, Sinovac: 14 days after second-dose vaccination
• Single-dose vaccines such as Johnson & Johnson & CanSino: 28 days after vaccination

General Health Protocols

• Shop owners or licensees are required to provide QR code for MySejahtera check-ins or a physical book for attendance records.
• Hand sanitisers must be provided at the entrance of the shop and must be used before entering.
• The use of the MySejahtera app is mandatory except in places with no internet access. The use of a manual attendance log is only allowed in areas with no internet access or any other reason such as; elderly people without phones, or people who don’t have access to smartphones, etc.
• Shop owners must make sure all customers register their attendance with the MySejahtera app or manually sign on the attendance book if there is no internet coverage.
• It is mandatory for store owners, staff, customers and visitors to check in on the MySejahtera app or manually sign on the attendance book to enter the shop. The same rules apply for entry to any public or private office or building.
• Shopping malls, supermarkets or department store customers only need to undergo body temperature checks once at the entrance – not at every store.
• Those with a body temperature above 37.5°C are not allowed to enter.
• Storeowners inside or outside a complex must ensure that only ‘Low-risk’ and ‘Casual Contact Low Risk’ individuals are allowed to enter the premises. 
• Children under 17-years-old are discouraged to be in public spaces except for emergencies, medical reasons, education and exercise.
• Store owners must limit the number of customers or visitors – taking into account the minimum 1-meter physical distancing rule.
• Each shop must state the number of customers or visitors allowed into the premises at a single time on a display. Shop owners are also encouraged to provide ‘queue numbers’ or tickets to manage the number of customers. 
• QR codes for MySejahtera check-ins must be made available at all levels of the building.
• Workers, suppliers and customers are required to wear face masks, according to Health Ministry (KKM) guidelines, while on premises.
• Building owners must ensure proper ventilation and ventilation systems in the building.
• Everyone must wear a face mask, especially in public areas, except when during the following activities/places;
  • Hotel rooms or personally paid accommodation or with household/family members.
  • Solitary workspace.
  • Outdoor sports and recreational activities.
  • Personally owned vehicle and with members of the same household.
  • Indoor/outdoor public areas and places without the presence of other individuals.
  • While eating and drinking in public without any other individuals (this does not apply when for restaurants or food premises).

SOP for fully-vaccinated individuals in Malaysia:

Inter-district travel

• Cross-district is allowed for individuals who have completed receiving the vaccine by presenting the COVID-19 Vaccination Digital Card/ Certificate and identity card/ passport as proof.
• For individuals who have received a complete vaccination are allowed to bring children aged 17 years and below in compliance with general health protocols.

Dine-in

• Restaurant operators including hotels, sports and recreation club houses, eateries, food stalls, catering vehicles, roadside hawkers, circulating hawkers, food courts, centres hawkers, roadside food stalls and kiosks are allowed to operate, but subject to the following conditions:
  • Only fully vaccinated and asymptomatic customers are allowed.
  • The owner of the business premises MUST put on a notice that states only fully vaccinated and asymptomatic customers are allowed at the entrance of the premises.
  • Only fully vaccinated or asymptomatic employees are allowed to work with the following vaccination rates:
    • 40%: Allowed to operate with a capacity of 60% of employees.
    • 60%: Allowed to operate with a capacity of 80% of employees.
    • 80%: Allowed to operate with 100% employee capacity.
  • Business premises owners need to ensure table layout according to SOPs and the premises have a good ventilation system.
  • Dine-in activities are allowed with a capacity of 50% per table and physical distancing of at least 1 meter subject to SOP KPDNHEP PPN Fasa 1 – Perdagangan Pengedaran.
• Fully vaccinated individuals are allowed to bring children aged 17 years and below to dine in with strict SOPs.

Sports and Recreational Activities

• Dine-in activities in restaurants or cafes on the clubhouse premises are permitted.
• All non-physical individual sports and recreational activities that are performed in indoor areas (except for gyms, fitness centres and fitness studios) are restricted to fully vaccinated individuals from 6:00 am to 10:00 pm, subject to the Local Authority (PBT).
• Operation of all indoor commercial sports and recreation facilities (except for gyms, fitness centres and fitness studios) with compliance to 50% utilisation capacity or area with supervisory control. Employee attendance is no more than 60% of the workforce covering management and operations.
• All physical contact sports and recreational activities performed in the outdoor areas are restricted to fully vaccinated individuals from 6:00 am to 10:00 pm, subject to the Local Authority (PBT).
• The operation for all outdoor sports and recreational facilities must be in compliance with the Sports and Recreational SOPs. Employee attendance must not exceed 60% of the workforce including management and operations. Fully vaccinated individuals are allowed to bring children above 17 years old but with strict SOP compliance.
• The operation of all indoor and outdoor sports and recreation facilities is subject to the Local Authority (PBT).
• Group sports are restricted for fully vaccinated individuals and must be performed in a controlled environment with supervisory control. The area is also subject to 50% utilisation capacity or no more than 80 people in the area at the same time, including coaches, instructors or parents. Fully vaccinated individuals are allowed to bring children 17 years of and below for such activities with strict SOP compliance.

Tourism activities

• Tourism activities are only allowed in the same state involving hotels and homestays.
• Guests who have been fully vaccinated are allowed to undertake tourism activities in the same state by presenting the Covid-19 Digital Vaccination Card/Certificate upon check-in.
• Hotel and homestay operators must ensure that individuals wishing to enter the premises MUST show a COVID-19 Digital Vaccination Card/ Certificate proving the individual has been fully vaccinated.
• Individuals who have received a complete vaccination are allowed to bring children aged 17 years and below for tourism activities in hotels and homestays in accordance with general health protocols.

Picnics and Camping

• Picnics and camping activities are allowed in the same district.
• Individuals who have completed their vaccinations are allowed to bring children 17 years of age and under for the activity in strict compliance with SOPs.

Crossing state and district lines for long-distance couples (PJJ):

• Married long-distance couples are allowed to cross district and state lines for the purposes of meeting each other provided that both individuals are fully vaccinated, have PDRM’s approval, and these documents:
  • Copy of both husband and wife’s identification card.
  • Copy of wedding certificate/card.
  • Copy of both husband and wife’s Covid-19 Vaccination card or Digital Certificate.
  • Copy of proof of spouse’s residence or employer confirmation letter.
• Present the letter of permission that had been approved by PDRM when passing through roadblocks (SJR).

Crossing state and district lines for parents and guardians with long-distance child (under 18)

• • Parents or guardians with children under the age of 18 that resides in a different district or state are allowed to cross district and state lines to meet the child on the condition that both parents/guardians are fully vaccinated, have PDRM’s approval, and these documents:
    • Copy of parents’ identification card and child’s birth certificate.
    • Copy of parents’ / guardian’s Covid-19 Vaccination Card or Digital Certificate.
    • Information about the child’s school (if applicable)
  • Present the letter of permission that had been approved by PDRM when passing through roadblocks (SJR).

Citizens and non-citizens returning/arriving from abroad

• Citizen and non-citizen travellers, who have a residence in Malaysia (including PR and Malaysia MY Second Home), who returned or arrived from abroad, and are fully vaccinated, are allowed to undergo mandatory quarantine at home and given a Home Surveillance Order (HSO) that is subject to details issued by the Ministry of Health (MOH). They have to:
  • Provide valid proof of a negative RT PCR test result taken within three days before departure.
  • Have a valid Covid-19 Vaccination Certificate that is complete (depending on the type of vaccine).
  • Shows no symptoms during screening at the International Gateway.
  • Have a suitable residence to carry out quarantine.
• Individuals who return/arrive from abroad and have not been fully vaccinated or not vaccinated, must undergo quarantine at a designated quarantine centre as well as subject to details issued by the MOH.
• The mandatory quarantine period for travellers from all countries is 14 days and can be extended for another 7 days if there is a need based on the results of the risk assessment conducted on the 14th day.

Religious activities

• Prayer activities in mosques and surau for fully-vaccinated inidividuals are allowed and is subject to regulations and SOPs by the State Religious Authority.
• Prayer activities at Houses of Worship Other than Islam (RISI) for individuals who have been fully vaccinated are allowed and are subject to regulations and SOPs by the Ministry of National Unity.

Production and construction sector

• For activities that are not listed in the Manufacturing and Construction Essential Services with the rate of fully-vaccinated employees as follows are allowed to operate:
  • 40%: Operate at 60% capacity.
  • 60%: Operate at 80% capacity.
  • 80%: Operate at 100% capacity.
• An RTK Antigen test will be conducted on employees every 2 weeks. The cost shall be bared by the employers.

Mining and quarrying

• For the mining and quarrying sector with the rate of fully-vaccinated employees as follows are allowed to operate:
  • Below 80%: Allowed to operate with 80% employee capacity.
  • Above 80%: Allowed to operate at 100% employee capacity.
• An RTK Antigen test will be conducted on employees every 2 weeks. The cost shall be bared by the employers.

Trading and distribution

• Only fully vaccinated individuals are allowed to enter these business premises.
  • Photographic goods store and photographic services
  • Used goods store
  • Flower shop and nursery
  • Handicraft and souvenir shop
  • Antique shop
  • Toy store
  • Carpet store
  • Creative content store and creative industry equipment
  • Outdoor equipment store (including camping, fishing equipment, etc.)
  • Cosmetics, skincare and perfume stores
  • Tobacco stores (including vape and electronic cigarettes)
  • Store of household goods and kitchen utensils
  • Furniture store
  • Sports equipment store
  • Vehicle accessories store
  • Vehicle distribution and sales centre
  • Clothing, fashion and accessory stores
  • Jewellery store
• The owner of the premises must ensure that all customers who wish to enter their premises must present their Covid-19 Vaccination Card/ Digital Certificate as proof that they have been fully vaccinated.
• Parents/guardians who are fully vaccinated are allowed to bring their children, aged 17 and below, to the premises while following the general health protocol

Markets

• Only fully vaccinated individuals are allowed to enter the business premises.
• Day markets, farmers’ markets, night markets, and weekly markets are allowed to operate. Customers who wish to enter the market area must present their Covid-19 Vaccination Card / Digital Certificate as proof that they have been fully vaccinated.

Driving Schools

• Driving schools are allowed to operate provided that all employees, instructors and students are fully vaccinated – they must show their COVID-19 Digital Vaccination Certificate as proof.
• Only fully-vaccinated employees as follows are allowed to operate:
  • 40%: Operate at 60% capacity.
  • 60%: Operate at 80% capacity.
  • 80%: Operate at 100% capacity.

Creative Industry

• All fully vaccinated creative industry players are allowed for the activities as follows:
  • Development and broadcasting of creative content by recording or broadcast directly.
  • Recorded broadcasts or live broadcasts of programs in the form of information delivery and entertainment are allowed with a 50% audience in the studio space.
  • Filming the creative industry inside and outside the studio.
  • Busking.
  • Presentation in the hotel lounge to customers who have been vaccinated.
  • Live performance activities such as theatre arts, musicals, music and comedy (on a pre-registered basis) with a fully vaccinated audience but only a capacity of 50% audience are allowed in the premise space.
  • Cinema activities are allowed provided employees and spectators have fully vaccinated with a capacity of 50% of the cinema screening hall space.

Movement and Travel 

• Inter-district and inter-state travel (based on district boundaries set by the State Government) is not allowed except:
  • Individuals who have been fully vaccinated for cross-district purposes only.
  • – long-distance couples, children in other states / districts, or individuals who have been given PDRM or KKM permission to travel interstate
• Selangor, Kuala Lumpur and Putrajaya is considered to be a single infection zone.
• All entry and exit into MCO areas will be closed and controlled by the police (PDRM).
• Fully-vaccinated individuals are ALLOWED to travel in vehicles at full capacity.
• For those who are not fully vaccinated:
  • Only two household representatives may leave to purchase food, medicine, dietary supplement and basic necessities.
  • Up to three (3) people, including the patient, may leave to seek healthcare, medical care, screening test, vaccination, security or emergencies.
• Taxis and e-hailing rides are limited to just two people in the vehicle, including the driver, and the passenger must sit in the back.
• Vehicles carrying goods or involved in the economic chain or industry (except worker transportation) is allowed to travel at full capacity.
• Official and government vehicles are allowed to travel at full capacity.
• Airports, ports and the logistic sectors are allowed to operate 24 hours.
• Public transportation (train, bus, LRT, MRT, ERL, monorail, taxi, ferry) are allowed to operate at full capacity.
• Unloading activities involve non -essential goods in factories – factories are limited to the delivery and receipt of goods or cargo in the existing stockpile for the purpose of import and export only with a limited number of employees. Unloading time is from 8.00 am to 8.00 pm on Monday, Wednesday and Friday with the permission of PDRM.
• Unloading activities involving essential items are not subject to these restrictions and proceed as usual.
• Movement for cases of death and natural disasters is allowed after obtaining permission from PDRM.
• The movement of disaster or humanitarian aid by NGOs needs to obtain permission from the State Disaster Management Committee or District Disaster Management Committee in the area affected by the disaster and the aid is channeled through the Disaster Operations Control Center (PKOB) in the area.
• Movement across districts and states for the purpose of COVID-19 vaccination at Vaccination Centers (PPVs) outside the district or state of residence is permitted by showing appointment details on the MySejahtera application, website or SMS.
• Members of Parliament and State Assemblymen are allowed across districts and states to visit their respective constituencies without performing any ceremony.
• Movement of Short Term Business Visitors under the approval of the One Stop Center Initiative (OSC) for official or business purposes is allowed after obtaining permission from PDRM.
• Cross-district and state for long-distance married couples who have not received a complete vaccine is allowed between Phase 2 states with the permission of PDRM and submit;
  • Copy of husband and wife’s identity card
  • Copy of marriage certificate/ card
  • Copy of proof of residence of husband/ wife or employer’s confirmation letter.

Working in the public sectors

• Subject to the discretion of the Secretary of State.
• The operation of Government offices is implemented in a hybrid manner using the following approaches:
  • Office attendance must not exceed 60% at any one time (except for frontline, security, defence and enforcement), and 40% must work from home, in rotation.
  • Counter services are subject to the current orders from the Secretary to the Government of Malaysia (KSN).
  • Civil servants going to the office must receive official attendance order and worker’s passes.

Working in the private sector

• All service sectors that have been approved by associated Ministries or Agencies may operate within the PPN period – subject to the approval letters issued by the associated Ministry. Employee movement is subjected to registrations, operation approval letter, work pass, or employer confirmation letter.
• The capacity of employees in attendance (to the workplace) for the private service sector, including management and operations, is limited to 80%.

Meetings, seminars, workshops and training

• All meetings must be conducted online.
• Seminars, talks, training, courses, and workshops are not allowed, except, ongoing in-service training programs – conducted via Camp Based Training at the training facilities.
• Online seminars, talks, training courses and workshops are allowed.
• Interviews that are critical may be conducted in person and online.

Businesses and services

• Restaurants, food shops, food stalls, food trucks, hawkers, food courts, hawker centres. food kiosks are ALLOWED to operate from 6:00 am to 10:00 pm.
• Sale of food is only allowed through takeaway, drive-through or delivery, except dine-in services for fully-vaccinated customers. Dine-in services for social events are not allowed.
  
• Park and dine services are not allowed.
• Grocers, pharmacies, self-care stores, convenience stores and mini-marts are ALLOWED to operate from 6:00 am to 10:00 pm.
• Hardware stores, vehicle workshops, childcare stores and religious stores are ALLOWED to operate from 6:00 am to 10:00 pm.
• Healthcare services like hospitals, clinics and medical laboratories are ALLOWED to operate 24 hours, or up to their licensed operating hours.
• Petrol stations can operate from 6:00 am to 10:00 pm, except for those on tolled highways which can operate 24 hours.
• Supermarkets, shopping malls, and departmental stores are allowed to operate from 6:00 am to 10:00 pm.
• Bookstores and stationery, computer, telecommunications, and electrical shops are ALLOWED to open from 6:00 am to 10:00 pm.
• Barber, hair saloon and beauty saloons are allowed to open for basic hair services only from 6:00 am to 10:00 pm.
• Veterinarian clinics and pet food stores are allowed to open from 6:00 am to 10:00 pm.
• Laundry services, car wash and optical stores are allowed to operate from 6:00 am to 10:00 pm. Self-service laundromats must ensure an employee is present on-premise.
• Daily and public markets are allowed to open from 6:00 am until 4:00 pm, subject to the local authorities, proper SOP and under RELA / PBT supervision.
• Controlled Fresh Produce Market (PST) are allowed to open from 7:00 am until 2:00 pm.
• Permanent Farm Market (PTK), MyFarm Outlet (MFO) and Local Farmer’s Association Complex (PPK) are allowed to open from 6:00 am until 4:00 pm.
• Wholesale markets are allowed to open from 12:01 am until 6:00 am, and from 11:00 am until 4:00 pm, subject to the local authorities, proper SOP and under RELA / PBT supervision.
• Farmer’s market and morning market are allowed to open from 7:00 am until 11:00 am, limited to main commodities determined by the Ministry of Agriculture and Food Industries (MAFI).
• Night market and weekend market are allowed to operate, subject to SOP and monitoring by RELA or local authorities.
• Only fully-vaccinated people may enter a night market or weekend market, by showing their COVID-19 digital vaccination certificate or card.
• The operation of mines and quarries is allowed, subject to the Mining and Quarrying SOP.
• Fishing for livelihood is allowed.

Education

• All public and private institutes of tertiary education, tahfiz centres and other educational institutes are allowed to open, for limited face-to-face teaching for Form 6 Semester 2 and International Baccalaureate Diploma Program (IBDP) students only.
• Form 6 Semester 2 and International Baccalaureate Diploma Program (IBDP) students are allowed to travel interstate and inter-district t o go to school, using a confirmation letter from the Ministry of Education.
• Form 6 Semester 2 and International Baccalaureate Diploma Program (IBDP) students travelling to and from schools may be accompanied by one guardian.
• Teachers or lecturers who are involved in classes related to the approved examinations are allowed to travel, with a confirmation letter from the Ministry of Education.
• Form 6 Semester 2 and International Baccalaureate Diploma Program (IBDP) students are allowed to travel to their hostels with a confirmation letter from the Ministry of Education.
• Form 6 Semester 2 students who need to travel from Peninsular Malaysia to Sabah, Sarawak or Labuan and vice versa must comply with existing quarantine rules.
• Only international school and expatriate school students involved in International examinations are allowed to sit for examinations according to the schedule set by the international examination body.
• All public and private schools and education institutes, skill centres, schools (except those under the Ministry of Education), tahfiz centres, etc. must remain closed.
• Institutes of higher learning under the Ministry of Education will continue teaching online.
• All face-to-face learning is not allowed, except for tertiary education students who require them.
• International and professional exams, as well as research activities requiring lab access in tertiary education facilities, are allowed.
• Students in boarding schools or universities are allowed to continue using hybrid studies.

Kindergartens, daycare & special care facilities

• Private and public kindergartens, kindergartens in private, international and expatriate schools and mind development centres for children 4 to 6 years old are not allowed to operate, except for parents who are front liners or both working.
• Home care or rehabilitation centres of children, the disabled (OKU), senior citizens, women and other care facilities are allowed to operate, subject to the SOP.
• Parents or guardians sending their children to childcare centres are allowed to transport them at full vehicle capacity.

Religious activities

• Prayer activities are allowed for individuals who are fully-vaccinated, subject to the rules and SOP of the state Islamic religious authority.
• Islamic wedding ceremony (akad nikah) is allowed only in the Islamic Religious Office / Department with the attendance capacity set by the State Religious Authority.
• Prayer activities are allowed for fully vaccinated individuals, subject to the rules and SOP of the Ministry of National Unity (KPN).
• Non-Muslim marriage registrations are allowed at the National Registration Department (JPN), houses of worship and religious associations, subject to limits set by JPN.
• Non-muslim funeral management is allowed in accordance with the KPN’s ruling.

Sports and recreational activities (for partially-vaccinated / unvaccinated)

• Individual sports and recreational activities without physical contact and physical distancing of 1-3 metres are allowed in OUTDOOR spaces, from 6:00 am until 10:00 pm.
• All commercial OUTDOOR sports and recreational facilities are allowed to open, limited to 60% capacity, with supervision and up to 60% worker capacity (both management and operations).
• All indoor sports and recreational facilities, including gymnasium and fitness centre, are limited to only management (finance, maintenance and so on) with not more than 30% workforce capacity.
• Operations of all public outdoor sports and recreational facilities are subject to the local authorities.
• Quarantine-based championships or competitions without spectators or supporters based on the Sports Bubble model are limited to those organised by the Ministry of Youth and Sports (KBS), Malaysian Football League and Petronas Cub Prix Championship only.
• Centralised training programs with quarantine by National and State Sports Councils using Camp Based Training are ALLOWED.
• Centralised training programs including quarantined training competitions for teams in the Malaysian Football League (MFL) using Camp Based Training are ALLOWED.
• Athlete/coach/official/technical support participation in overseas championships or competitions or matches are subject to the approval of the Immigration Department with support from KBS/MSN.

List of Essential Services Permitted To Operate in Phase Two of the National Recovery Plan (PPN):

1. Food and beverages, including animals
2. Healthcare and medical services, including dietary supplements, veterinarian services, etc.
3. Water supply
4. Energy supply
5. Security and safety, defence, emergency, social and humanitarian services
6. Waste disposal and public sanitisation and sewerage
7. Land, water and air transportation
8. Port, shipyard, airport services and operations, including loading, unloading, cargo handling and piloting, storage or transportation of commodities
9. Communications including media, telecommunications and Internet, post and courier, as well as broadcasting (for the purpose of conveying information, news and the like)
10. Banking, insurance, takaful and capital markets (60% capacity)
11. Community credit and pawn shops
12. E-commerce and information technology
13. Production, distillation, storage, supply and distribution of fuels and lubricants
14. Hotels and accommodation (only for quarantine purposes, segregation, employment for essential services and not for tourism).
15. Construction
16. Forestry services (limited to enforcement) and wildlife
17. Legislative and judiciary
18. Lawyers and commissioners of oaths
19. Accounting services
20. Professional services and consultants (subject to the Professional Body’s regulatory authority)

5. Construction works of small projects carried out by G1, G2, G3 and G4 contractors.

8. Construction of Government Funded Project.
9. Professionals/consultants involved in permitted construction works
10. Services in the supply chain for permitted construction works
11. Site preparation work, like surveying work, earthworks, marking and clearing of the site

Trade and Distribution

Without Vaccination Condition:

1. Shopping malls including supermarkets, hypermarkets, departmental stores and all listed essential services.
2. Supermarkets and hypermarkets
3. Departmental stores, except clothes, decoration, cosmetics and children toys.
4. Pharmacies, self-care stores, convenience stores and mini-marts.
5. Restaurants
6. Laundry services, including self-service laundromats
7. Pet care and pet food stores
8. Eyewear and optical goods stores
9. Hardware stores
10. E-commerce – all product categories
11. Wholesale and distribution – for all essential products only
12. Bookstores and stationery shops

Prohibited activities during Phase Two of the National Recovery Plan (Negative list):

Economic activities

• Spa, reflexology, massage centre
• Cybercafes and cyber centres
• Maritime training centres, flight schools
• Gambling, horse racing and casinos
• Factory manufacturing alcoholic beverages, and shops selling alcoholic beverages

Social activities

• Official and unofficial public and private events
• Feasts, festivals, weddings, engagements, receptions, aqiqah ceremonies, tahlil, anniversaries, birthdays, reunions, retreats and other social events.
• Seminars, workshops, courses, training, conferences, exhibitions, lectures and all MICE (Meetings, Incentives, Conventions and Exhibitions) events that are face-to-face.

Tourism activities

• Tourist attractions like zoos, farms, aquariums, edutainment centres, extreme parks, adventure parks, nature parks, etc.
• Theme parks, family entertainment centres, indoor playgrounds, karaoke, including family karaoke.
• Interstate tourism
• Inter-district tourism by individuals who are not fully vaccinated.
• Overseas travel by citizens, and local travel involving foreigners entering Malaysia.

Sports and recreation activities

• All sports and recreational activities in INDOOR gymnasium/fitness centre, including fitness studio.
• All championships, competitions, and matches, EXCEPT those organised by the Ministry of Youth and Sports (KBS), Malaysian Football League (MFL) and Petronas Cub Prix Championship only.
• Sports and recreational activities exceeding the allowed capacity.
• Spectator or supporter attendance at sports venues and recreation.
• Participation by athlete, coach, official, technical support to overseas competitions or championships or matches, WITHOUT the permission of the Malaysia Immigration Department and support from KBS / MSN.
• Sports or recreational activities outside of allowed areas, EXCEPT with police permission.

Other prohibited activities

• Any activity that involves many people gathering in one place until it is hard to maintain physical distancing, and compliance with the Director-General of Health’s orders.
• Any other matter that may be decided by the Government from time to time.
