What can you expect from Phase Two, Phase Three and Phase Four of the National Recovery Plan? We’ve listed down all the SOPs that will be implemented in the coming months.

In a media statement released by Senior Minister Datuk Seri Ismail Sabri Yaakob on 27 June 2021, he said Phase One of the movement control under the National Recovery Plan (PPN) will be extended until the three key threshold value indicators are achieved.
He said the transition to Phase Two would take into account the three factors, namely:
- The number of daily Covid-19 cases drop to below 4,000
- The rate of hospital bed usage in ICU wards is at a moderate level
- 10% of the population has received two doses of the vaccine.
“Based on the risk evaluation carried out by the Ministery of Health (KKM), the government will maintain the Phase One period nationwide. This takes into account the current situation, which has yet to successfully transition from Phase One to Phase Two, where the graph on daily Covid-19 positive cases show a horizontal trend”
Meanwhile, Ismail Sabri also announced that restaurants and eateries can now operate from 6 am to 10 pm, effectively on 28 June 2021. Find out more about the SOPs for Phase One of the National Recovery Plan and Phase Two of the National Recovery Plan for strata properties here.
The National Security Council (MKN) has also released a list of SOPs for the following phases of the National Recovery Plan. Check it out below:
National Recovery Plan (PPN) Phase Two SOPs:

Here is the list of sectors that are permitted to operate during Phase Two:
- Manufacturing sector
- Automotive
- Ceramic
- Furniture factories (for export purposes only)
- Rubber
- Steel
- Cement
- Trade and distribution sector
- Bookshops and stationery shops
- Computer and telecommunications
- Electrical goods
- Car washes
- Hair salons and barbershops

Here are the SOPs to follow:
- Restaurants, eateries, food stalls, food trucks, roadside hawkers, circulating hawkers, food courts, hawker centres, roadside food stalls or kiosks will be operating from 6 am to 10 pm.
- Dine-in at restaurants will not be allowed.
- Inter-district and interstate travel will not be allowed, except for school teachers and students travelling for examination.
- Long-district couples will be allowed to travel across the states, but only for emergencies and need approval from PDRM.
- Morning markets and farmers’ markets will be allowed to operate from 7 am to 11 am. Only vegetables, fruits, groceries, processed chicken, seafood and meat are allowed for sale.
- Sports and recreational activities that do not involve physical contact will be allowed.
National Recovery Plan (PPN) Phase Three SOPs:

According to the government, we will enter Phase Three after the number of daily Covid-19 cases drop below 2,000, the medical and healthcare system is at a manageable level and 40% of the population has been fully vaccinated (with two doses of vaccines)
Here are the SOPs for Phrase Three of the National Recovery Plan (PPN):
- All economic activities will be allowed to operate, except for those that are presumed to be ‘high risk’ and is listed on the ‘negative list’, such as spa, pubs and nightclubs.
- Nail salons are allowed to operate, but manicure and pedicure services are not allowed.
- Universities, colleges and similar government institutions will be allowed to operate, but it is subject to approval by the Ministry of Higher Education (MOHE) and Ministry of Health (MOH).
- Dine-in at restaurants and eateries will be allowed but limited to two per table.
- Social activities will be restricted and gatherings of up to 10 people within a home or a premise will be allowed.
- Interdistrict travel will be permitted, but interstate travel is still not allowed.
- Domestic tourism will be allowed, but the opening of tourist attractions will be subject to strictly SOPs.
- A maximum of three people is allowed in a taxi or e-hailing ride, including the driver.
- All markets will be allowed to operate, in accordance with strict SOPs.
- The entertainment and creative industry will be allowed to operate.

National Recovery Plan (PPN) Phase Four SOPs:

Phase Four will take place after the number of daily cases drops to below 500, the medical and healthcare system at a safe level and 60% of the country’s population has been fully vaccinated with the two doses required for protection.
For the last phase of the PPN, all businesses will be allowed to operate (subject to SOPs) so that we can all go back to normal.
