The outbreak of the Covid-19 pandemic has disrupted all economic sectors from tourism to retail and the automotive industry, but none is as precarious as the property industry. According to iProperty.com.my 2020 Portal Demand Analytics, the national demand for subsale homes experienced a slight decrease of -2.5% in H1 2020. However, this has since improved further to -1.3% by the end of 2020. Hoping to revive the property market and encourage home buyers to continue their searches following the outbreak, the government decided to bring back the Home Ownership Campaign (HOC) – it was originally ended back in December 2019.
What is HOC?
The Home Ownership Campaign (HOC) in Malaysia was first announced as one of the housing initiatives under Budget 2019 to support aspiring first time home buyers in Malaysia to realise their dreams of buying a house and to alleviate the ongoing glut of unsold properties in Malaysia. This is a joint initiative by the Ministry of Housing and Local Government (KPKT) and the Real Estate and Housing Developers’ Association (REHDA) Malaysia.
The HOC 2020 Campaign was brought back by Prime Minister Tan Sri Muhyiddin Yassin and it’s now parked under the economic recovery plan (PENJANA). The campaign will end on the 31st of December, 2021 and there aren’t any announcements on the extension at the moment.

What is the HOC package?
There are a number of benefits homeowners can enjoy when they purchase a HOC project, and they are:
- Full stamp duty exemption for property between RM300,001 and RM1million.
- 10% discount on property price.
- The stamp duty exemptions are applicable for the purchase of residential unit/s for Sale & Purchase Agreements executed between 1 June 2020 to 31 December 2021.
