What is the meaning of HOC?
To help stimulate the real estate market, Prime Minister Tan Sri Muhyiddin Yassin announced that the government will bring back the highly raved upon Home Ownership Campaign (HOC). The campaign originally ended in December 2019. THE HOC 2020 campaign is parked under the economic recovery plan (PENJANA) and will now end on the 31st of December, 2021.
The HOC is a joint initiative by the Ministry of Housing and Local Government (KPKT) and the Real Estate and Housing Developers’ Association (REHDA) Malaysia to help first-time homebuyers in Malaysia to buy a house, while at the same time stimulate the sale of unsold properties in the country.

Here are some of the HOC campaign Malaysia benefits homeowners can enjoy:
- Full stamp duty exemption on the Memorandum of Transfer (MOT) and Sale and Purchase Agreement (SPA) for houses between RM300,001 and RM1million.
- 10% discount on property price.
- The stamp duty exemptions are applicable for the purchase of residential unit/s for Sale & Purchase Agreements executed between 1 June 2020 to 31 December 2021.
What are the requirements to apply for the Home Ownership Campaign 2020?
- Buyers must be Malaysian citizens.
- The property must be for residential use only and cannot be converted for commercial activities.
