As we enter Phase One of the National Recovery Plan (PPN), let’s take a look at the SOPs that were implemented by the government.

(UPDATED) 19 August 2021: In a statement released by caretaker prime minister Muhyiddin Yassin, he announced that fully vaccinated individuals will now be allowed to dine in even in states under Phase 1 of the National Recovery Plan (PPN). He has also announced several other SOP relaxations for fully vaccinated individuals. Refer to the list below for the latest SOPs. 

15 August 2021: Prime Minister Tan Sri Muhyiddin Yassin announced that the government has agreed to allow 11 more economic activities to be reopened in states and federal territories under Phase 1 of the National Recovery Plan (PPN), provided that 50% of the adult population have been fully vaccinated. He also announced that non-essential activities in the manufacturing, construction, mining and quarrying sections are allowed to operate from tomorrow (August 16) onwards. Refer to the list below for the updated SOPs. 

Phase One of the Movement Control Order (MCO) under the National Recovery Plan (PPN), which is scheduled to end on 28 June 2021, will be extended. Prime Minister Tan Sri Muhyiddin Yassin said that phase one has to be extended as the daily number of Covid-19 cases in the country has not dipped below the threshold value of 4,000 required to move to the second phase. 

The Prime Minister has announced the PPN is aimed to guide the nation out of the pandemic by December 2021. 

The strategy for the National Recovery Plan is based on:

  • The number of daily Covid-19 infections.
  • The utilisation rate in the intensive care unit (ICU) wards.
  • The percentage of the vaccinated population.

Take a look at the four phases below:

Phase 1 (June)

  • The implementation of full movement control order (FMCO)

The government will consider moving on to phase 2 if:

  • Daily Covid-19 cases fall below 4,000
  • ICU bed usage returns to a moderate level
  • 10% of the population has received two doses of vaccines

Phase 2 (July & August)

  • The reopening of economic activities with up to 80% workforce.
  • Only selected economic sectors are allowed to operate:
    • Cement manufacturing
    • Sales of computers and electronic devices
  • No social activities allowed.
  • Interstate travel is banned as well.

The government will consider moving on to phase 3 if:

  • Daily Covid-19 cases fall below 2,000
  • ICU bed usage reduced significantly
  • 40% of the population has received two doses of vaccines

Phase 3 (September & October)

  • All economic activities (except those that involve large gatherings) will be allowed to operate with up to 80% workforce.
  • Manufacturing activities will be allowed in accordance with strict SOPs. However, companies are allowed to operate at 100% capacity if all workers have been vaccinated.
  • Activities, where physical distancing is hard to maintain, are banned, including conventions, pubs, spas and beauty salons.
  • Sports and social activities are allowed to resume in stages.
  • Parliament will be opened in accordance with strict SOPs.

The government will consider moving on to phase 4 if:

  • Daily Covid-19 cases fall below 500
  • ICU bed usage is at a sufficient level
  • 60% of the population has received two doses of vaccines

Phase 4 (November & December)

  • All economic sectors are allowed to open with strict SOPs in place.
  • More social activities will be allowed with strict SOPs in place.
  • Interstate travel will be allowed with strict SOPs in place.
  • Domestic tourism will be permitted with strict SOPs in place.

Activities that are allowed during Phase One of the National Recovery Plan (PPN):

  • Economic services that have been allowed.
  • Purchasing necessities.
  • Seeking medical treatment.
  • Conducting official government or judiciary duties.

Activities that are not allowed during Phase One of the National Recovery Plan (PPN):

  • Inter-district and inter-state movement within MCO areas without permission from the PDRM.
  • Movement and travel in and out of MCO areas without permission from PDRM.
  • Activities listed in the ‘Negative List’ (see below).

Areas under Phase One of the National Recovery Plan (PPN):

  • Kedah
  • Selangor
  • Negeri Sembilan
  • Melaka
  • Johor
  • Wilayah Persekutuan Kuala Lumpur
  • Wilayah Persekutuan Putrajaya

Phase one of the National Recovery Plan (PPN) will be effective from 20 August 2021 (starting from 12.01 AM).

Fully vaccinated individuals: 

Individuals who have fulfilled these criteria are considered fully vaccinated:

  • Double-dose vaccines such as Pfizer-BioNTech, AstraZeneca, Sinovac: 14 days after second-dose vaccination
  • Single-dose vaccines such as Johnson & Johnson & CanSino: 28 days after vaccination

SOPs for medical and health 

  • Shop owners or licensees must ensure customers enter and exit the shop in a controlled manner. They must also make sure that the 1-meter physical distancing is maintained at all times. 
  • Shop owners or licensees are required to provide QR code for MySejahtera check-ins or a physical book for attendance records.
  • Hand sanitisers must be provided at the entrance of the shop and must be used before entering.
  • The use of the MySejahtera app is mandatory except in places with no internet access. The use of a manual attendance log is only allowed in areas with no internet access or any other reason such as; elderly people without phones, or people who don’t have access to smartphones, etc.
  • Shop owners must make sure all customers register their attendance with the MySejahtera app or manually sign on the attendance book if there is no internet coverage.
  • It is mandatory for store owners, staff, customers and visitors to check in on the MySejahtera app or manually sign on the attendance book to enter the shop. The same rules apply for entry to any public or private office or building.
  • Shopping malls, supermarkets or department store customers only need to undergo body temperature checks once at the entrance – not at every store.
  • Those with a body temperature above 37.5°C are not allowed to enter.
  • Storeowners inside or outside a complex must ensure that only ‘Low-risk’ and ‘Casual Contact Low Risk’ individuals are allowed to enter the premises. 
  • Children under 17-years-old are discouraged to be in public spaces except for emergencies, medical reasons, education and exercise.
  • Store owners must limit the number of customers or visitors – taking into account the minimum 1-meter physical distancing rule.
  • Each shop must state the number of customers or visitors allowed into the premises at a single time on a display. Shop owners are also encouraged to provide ‘queue numbers’ or tickets to manage the number of customers. 
  • QR codes for MySejahtera check-ins must be made available at all levels of the building.
  • Workers, suppliers and customers are required to wear face masks.
  • Building owners must ensure proper ventilation and ventilation systems in the building.
  • Everyone must wear a face mask, especially in public areas, except when during the following activities/places;
    • Hotel rooms or personally paid accommodation or with household/family members.
    • Solitary workspace.
    • Outdoor sports and recreational activities.
    • Personally owned vehicle and with members of the same household.
    • Indoor/outdoor public areas and places without the presence of other individuals.
    • While eating and drinking in public without any other individuals (this does not apply when for restaurants or food premises).

SOP for fully-vaccinated individuals in Malaysia:

Crossing state and district lines for long-distance couples (PJJ):

  • Married long-distance couples are allowed to cross district and state lines for the purposes of meeting each other provided that both individuals are fully vaccinated, have PDRM’s approval, and these documents:
    • Copy of both husband and wife’s identification card.
    • Copy of wedding certificate/card.
    • Copy of both husband and wife’s Covid-19 Vaccination card or Digital Certificate.
    • Copy of proof of spouse’s residence or employer confirmation letter.
  • Present the letter of permission that had been approved by PDRM when passing through roadblocks (SJR).

Crossing state and district lines for parents and guardians with long-distance child (under 18)

  • Parents or guardians with children under the age of 18 that resides in a different district or state are allowed to cross district and state lines to meet the child on the condition that both parents/guardians are fully vaccinated, have PDRM’s approval, and these documents:
    • Copy of parents’ identification card and child’s birth certificate.
    • Copy of parents’ / guardian’s Covid-19 Vaccination Card or Digital Certificate.
    • Information about the child’s school (if applicable)
  • Present the letter of permission that had been approved by PDRM when passing through roadblocks (SJR).

Citizens and non-citizens returning/arriving from abroad

  • Citizen and non-citizen travellers, who have a residence in Malaysia (including PR and Malaysia MY Second Home), who returned or arrived from abroad, and are fully vaccinated, are allowed to undergo mandatory quarantine at home and given a Home Surveillance Order (HSO) that is subject to details issued by the Ministry of Health (MOH). They have to:
    • Provide valid proof of a negative RT PCR test result taken within three days before departure.
    • Have a valid Covid-19 Vaccination Certificate that is complete (depending on the type of vaccine).
    • Shows no symptoms during screening at the International Gateway.
    • Have a suitable residence to carry out quarantine.
  • Individuals who return/arrive from abroad and have not been fully vaccinated or not vaccinated, must undergo quarantine at a designated quarantine centre as well as subject to details issued by the MOH.
  • The mandatory quarantine period for travellers from all countries is 14 days and can be extended for another 7 days if there is a need based on the results of the risk assessment conducted on the 14th day.

Religious activities

  • Prayer activities in mosques and surau for fully-vaccinated inidividuals are allowed and is subject to regulations and SOPs by the State Religious Authority.
  • Prayer activities at Houses of Worship Other than Islam (RISI) for individuals who have been fully vaccinated are allowed and are subject to regulations and SOPs by the Ministry of National Unity.

Production and construction sector

  • For activities that are not listed in the Manufacturing and Construction Essential Services with the rate of fully-vaccinated employees as follows are allowed to operate:
    • 40%: Operate at 60% capacity.
    • 60%: Operate at 80% capacity.
    • 80%: Operate at 100% capacity.
  • An RTK Antigen test will be conducted on employees every 2 weeks. The cost shall be bared by the employers.

Mining and quarrying

  • For the mining and quarrying sector with the rate of fully-vaccinated employees as follows are allowed to operate:
    • Below 60%: Allowed to operate with 60% employee capacity.
    • 60%: Allowed to operate with 80% employee capacity.
    • 80%: Allowed to operate at 100% employee capacity.
  • An RTK Antigen test will be conducted on employees every 2 weeks. The cost shall be bared by the employers.

Trading and distribution

  • Only fully vaccinated individuals are allowed to enter these business premises.
    • Car wash.
    • Electric and electronic shops.
    • Home and kitchen appliances stores.
    • Furniture shops.
    • Sports equipment stores.
    • Vehicle accessory shops.
    • Vehicle distribution and sales centres.
    • Morning and farmers’ market only.
    • Clothing, fashion, and accessory stores.
    • Jewellery stores.
    • Barbershops and beauty salons (basic haircuts only).
  • The owner of the premises must ensure that all customers who wish to enter their premises must present their Covid-19 Vaccination Card/ Digital Certificate as proof that they have been fully vaccinated.
  • Parents/guardians who are fully vaccinated are allowed to bring their children, aged 17 and below, to the premises while following the general health protocol

Dine-in

  • Restaurant operators including hotels, sports and recreation club houses, eateries, food stalls, catering vehicles, roadside hawkers, circulating hawkers, food courts, centers hawkers, roadside food stalls and kiosks are allowed to operate, but subject to the following conditions:
    • Only fully vaccinated and asymptomatic customers are allowed.
    • The owner of the business premises MUST put on a notice that states only fully vaccinated and asymptomatic customers are allowed at the entrance of the premises.
    • Only fully vaccinated or asymptomatic employees are allowed to work with the following vaccination rates:
      • 40%: Allowed to operate with a capacity of 60% of employees.
      • 60%: Allowed to operate with a capacity of 80% of employees.
      • 80%: Allowed to operate with 100% employee capacity.
    • Business premises owners need to ensure table layout according to SOPs and the premises have a good ventilation system.
    • Dine-in activities are allowed with a capacity of 50% per table and physical distancing of at least 1 meter subject to SOP KPDNHEP PPN Fasa 1 – Perdagangan Pengedaran.
  • Fully vaccinated individuals are allowed to bring children aged 17 years and below to dine-in with strict SOPs.

Markets

  • Only fully vaccinated individuals are allowed to enter the business premises.
  • Day markets, farmers’ markets, night markets, and weekly markets are allowed to operate. Customers who wish to enter the market area must present their Covid-19 Vaccination Card / Digital Certificate as proof that they have been fully vaccinated.

Sports and recreational activities

  • All sports and recreational premises and facilities are LIMITED to FULLY VACCINATED INDIVIDUALS and only for all non-contact individual sports and recreational activities for the purposes of health, fitness, and training while maintaining minimal physical distancing of 2 to 3 meters from 6 am to 8 pm and is done in the same area. Permitted activities at the premises/facility include swimming, equestrian, shooting, tennis/badminton (singles), golf, motoring, and alike.
  • The operations of all commercial outdoor and semi-outdoor sports and recreational facilities including swimming pools/water sports and recreational facilities (open and semi-open) with compliance to 60% user/area capacity WITH supervision. Employee attendance is limited to 60% including management and operations staff. Users of the facilities are those who are FULLY VACCINATED only. Individuals who are fully vaccinated are also allowed to bring children aged 17 and below for the above-mentioned activities with strict SOP.
  • The operations of all commercial outdoor and semi-outdoor sports and recreational facilities including swimming pools/water sports and recreational facilities (open and semi-open) are subject to the local authorities (PBT) and relevant authorities.
  • Dining-in ate restaurant and cafe within the premises are allowed. However, showers room facilities are not allowed.

Picnics and camping

Picnics and camping activities in the same district are allowed. Individuals who are fully vaccinated are allowed to bring children aged 17 years and below for said activities in compliance with strict SOP.

Movement and Travel 

  • Inter-district and inter-state travel (based on district boundaries specified by State Governments) are NOT ALLOWED except for long-distance couples, long-distance children, and individuals with approval from KKM and PDRM.
  • PDRM are responsible for implementing control over local areas of infection with help from the Malaysian Armed Forces (ATM), the Malaysian Civil Defence Force (APM) and the People’s Volunteer Corps (RELA). Entrances to NRP areas are closed and guarded by PDRM.
  • Vehicle capacity with fully vaccinated individuals is based on the vehicle’s capacity. 
  • However, for those who have not been fully vaccinated:
    • Only two (2) people from each household will be allowed out in order to obtain food, necessary supplies and medicine in areas within 10km of their residence.
    • A maximum of three (3) people– including patients – are allowed out to acquire medical and healthcare services, medicine, Covid-19 test screenings, vaccination, safety or in the case of emergencies.
  • Only two (2) people – including the driver –  are allowed to travel in taxis and e-hailing rides. Passengers must be seated in the back seat.
  • The number of passengers allowed to travel in commercial vehicles and transportation involved in the economic supply chain (except worker transports like busses and vans) will depend on the vehicle registration license.
  • The number of passengers allowed in Department Vehicles or Official Government vehicles will depend on vehicle capacity.
  • All airports and seaports services and activities are allowed to operate for 24 hours a day.
  • Unloading activities involve non-essential goods in factories – factories are limited to delivery and receipt of goods or cargo in existing stockpiles for import and export purposes only with a limited number of employees. This can be done from 8 am to 8 pm on Mondays, Wednesdays, and Fridays.
  • The loading and unloading of essential goods are not limited by the rules (above) and can operate as normal.
  • Sea and land public transport services such as ferries, busses, express busses, LRT, MRT, ERL, Monorail, and others are allowed to operate at 50% vehicle capacity. (operational hours and frequency are to be determined by the Transport Ministry (MOT)).
  • Travel in cases of death, natural disasters, and other emergencies are allowed with prior permission from PDRM.
  • Travel for disaster or humanitarian aid/relief by non-governmental organizations (NGO) must obtain the permission of the State Disaster Management Committee (JPBN) or District Disaster Management Committee (JPBD) of the affected area. The aid must be channelled through the Disaster Operations Control Center (PKOB) in the area.
  • Travelling across district and state borders for Covid-19 vaccinations at Vaccination Centers (PPV) outside of your district/state of residence is allowed by presenting your appointment details provided on the MySejahtera application, website or text message (SMS).
  • Members of Parliament (MP) and Assemblymen (ADUN) are allowed to travel across district and state borders in order to visit their constituents without organizing a formal event.
  • Inter-state travel for long-distance married couples is not allowed.
  • Short-term business traveller under the One-Stop Center (OSC) initiative is allowed with prior permission from PDRM.

Working in the public sectors

  • Work From Home (WFH) policy is in full effect except for frontline services, security, defence and enforcement.
  • Only 40% manpower is allowed at the office. Priority will be given to tasks that cannot be done by WFH, for example: contractual payments, invoices, wages, payments, distribution of monthly assistance (periodically), maintenance, premise security, ICT and technical management for systems services and online meetings as well as preparing documents for the Cabinet of Ministers.
  • Counters in government service offices are allowed to operate from 1 July 2021, only for :
    • Services that cannot be performed online.
    • Only 50% manpower is allowed.
    • No walk-ins allowed, all appointments must be scheduled ahead.
  • Attendance to the office must be accompanied by formal documentation and a work pass.

Working in the private sector

  • All economic sectors that have been approved by Ministries or Agencies are allowed to operate within the MCO period – subject to approval letters issued starting 1 June. Employee movement is subjected to registrations, operation approval letters, work pass or employer confirmation letters.
  • Only 60% manpower is allowed at the office. This includes management and operations.  

Meetings, seminars, workshops and training

  • All meetings must be conducted online.
  • Seminars, talks, training courses and workshops are not permitted, except ongoing in-service training programmes – conducted via Camp Based Training at the training facilities.
  • Online seminars, talks, training courses and workshops are allowed.
  • Critical interviews and meetings that cannot be conducted online.

Businesses and services

  • Restaurants, eateries, food stalls, food trucks, roadside hawkers, travelling hawkers, food courts, hawker centres, roadside food stalls or kiosks are allowed to operate from 6 am to 10 pm. Only via takeaway, drive-thru or deliveries are allowed.
  • Dine-ins and park-and-dine (inside vehicles) are not permitted.
  • Grocery shops, convenience stores and daily necessity shops, personal care shops, mini-marts and pharmacies are allowed to operate from 8 am to 8 pm.
  • Daily necessities stores such as hardware stores, workshops, baby goods stores religious item stores are allowed to operate from 8 am to 8 pm.
  • Healthcare services such as clinics, hospitals and medical laboratories can operate 24-hours or according to operating permit license.
  • Petrol stations can operate from 6 am to 8 pm. Highway petrol stations can operate for 24 hours.
  • Only the food and beverages and necessary supplies section at supermarkets, hypermarkets, pharmacies, personal care, convenience stores, marts, department stores are allowed to open from 8 am to 8 pm.
  • Veterinarian clinics and pet shops are allowed to operate from 8 am to 8 pm.
  • Laundromats, self-service laundromats and optical stores are allowed to operate from 8 am to 8 pm. Self-service laundromats must have employees at premises to maintain SOP compliance.

Markets

  • Morning markets and public markets can operate from 6 am and 4 pm with permission from Local Authorities (PBT) with compliance to SOP and supervision from RELA and PBTs.
  • Regulated Fresh Markets (PST) are permitted to operate from 7 am to 2 pm.
  • Permanent Farmers Market (PTK), MyFarm Outlet (MFO) and Farmer Association Complex (PPK) are allowed to operate from 6 am to 4 pm.
  • Wholesale markets can operate from 12.01 am till 6 am and 11 am to 4 pm – subject to permission from PBT with compliance to SOP and supervision from RELA and PBTs.
  • Day markets and farmers’ markets are allowed to operate from 7 am to 11 am.
  • Night Markets and weekly markets are allowed to operate and is subject to local authorities (PBT) with compliance to SOP and supervision from RELA and PBTs.
  • Customers who wish to enter the day market, farmers’ market, night market, and weekly market area MUST present their Covid-19 Vaccination card/Digital Certificate as proof that they have been fully vaccinated

Agriculture, fisheries, farming and commodities

  • Please refer to the ‘List of Necessary Services by Sector‘ (see below). 
  • Fishing for personal subsistence is allowed.

Mining and construction

  • Mine and quarry sites are allowed to operate with a 60% capacity or subject to the Mining and Quarrying SOP.
  • Supply of minerals and supporting materials including their movement from mines or quarries to premises or sites of major public infrastructure construction projects and works building construction is allowed in this SOP.
  • The supply of cement and its movement to the premises or sites of major public infrastructure construction projects and building construction works are permitted in this SOP.
  • Mine and quarry maintenance works are allowed based on Mining and Quarrying SOP.
  • The operation of mines and quarries is allowed and is subject to Mining and Quarrying SOP.

Education

  • ALL public and private Institutes of Higher Learning (IPT) Vocational Training Institutes, schools not managed by the Education Ministry (MOE), Islamic tahfiz facilities and other educational facilities are not allowed to operate. IPTs under the management of the Higher Education Ministry (MOHE) is allowed to continue via online classes.
  • ALL schools under MOE, private educational facilities that are categorised as schools, and education centres like tuition centres, language centres, practical skill centres, guidance centres and other facilities registered under MOE will be closed from 29 June onwards.
  • Only international schools students that are participating in international examinations are allowed to sit for examinations as scheduled by the international examination bodies.
  • Face-to-face teaching and learning (PdP) activities are not permitted except for IPT students ‘in need’.
  • International examinations, professional bodies and research activities that require the use of laboratories at IPT facilities are allowed in accordance with the SOPs provided by IPTs along with permission to travel by KPT or the IPT in question.
  • Boarding schools, universities or other institutions students are allowed to remain there and continue ‘hybrid’ learning.

Kindergartens, daycare & special care facilities

  • Local/international/expatriate, public or private kindergarten, TABIKA, TASKA, daycare centres and child development centres for 4 to 6 year-olds are not allowed to operate, except, if both parents are frontliners.
  • Residential care centres or rehabilitation centres for children, people with disabilities (OKU), seniors, women and various other care centres are permitted to operate in accordance with the SOPs determined by associated Ministries and Agencies.

Religious activities

  • Muslim prayer activities at mosques and suraus are limited to a maximum of 12 of the facility’s committee members (AJK). No other activities are allowed during this period.
  • ‘Akad Nikah’ or solemnisation are only allowed to take place at the State Religious Authority or Department offices – attendance will be determined by each respective state’s religious authority.
  • Muslim funeral processions are allowed according to regulations provided by State Religious Authority.
  • Attendance and activities at non-Muslim places of worship are limited to a maximum of 12 AJK members. Other worshipers are not permitted to enter.
  • Marriage registrations for non-Muslims at the National Registration Department (JPN), places of worship and religious associations are allowed – attendance is subjected to regulations made by JPN.
  • Funeral processions for non-Muslims are allowed with SOPs and regulations set by the National Unity Ministry (KPN).

Sports and recreational activities

  • For individuals who are not vaccinated or fully vaccinated, sports and recreational activities performed individually are allowed in open areas including in public parks with adherence to physical distancing guidelines of at least 2 to 3 meters and performed within their own neighbourhood compounds from 6 am to 8 pm. Activities include jogging, cycling, exercise, skateboarding, inline skating, and alike.
  • The operation of all indoor sports and recreational facilities is LIMITED to the purposes of management (finance, maintenance, and the like) only with no more than 30% of the workforce including management and operations.
  • Centralised training programmes including tournaments or quarantined closed matches conducted by the National Sports Council (MSN) will be conducted via Camp Based Learning.
  • Centralised quarantined training programmes conducted by State Sports Councils will be conducted via Camp Based Learning.
  • Quarantine-based training programme for teams in the Malaysian Football League (MFL) using the Camp Based Training model.
  • Closed Malaysian Football League matches organised by the Malaysian Football League (MFL) using the Sports Bubble model without the presence of spectators or supporters.

Entertainment and creative art

  • Production and broadcasting of creative content via recordings or live broadcasts involving animation, film/drama/promotional/sitcom production and alike, dance/theatre/musicals/cultural performances are not allowed, except if conducted online or private live streams.
  • Recorded or live broadcasts of informational, news, forums, and talk shows (non-entertainment) are allowed.

Other activities

  • Picnic and camping activities for individuals who are not fully vaccinated are not allowed

List of Necessary Services Permitted To Operate

  • Food and beverages (including petsfood).
  • Health and medical care (including dietary supplements, care products) as well as veterinary clinics and services.
  • Water.
  • Energy.

  • Personal care items and detergents.
  • Health care and medical products.
  • Personal care items, personal protective equipment (PPE) including rubber gloves and fire safety equipment.
  • Components for medical devices.
  • Electrical and electronics (crucial to the global economic chain).
  • Oil and gas including petrochemicals and petrochemical products.
  • Machinery and equipment related to health and food.
  • Textiles for PPE production.
  • Production, distillation, storage, supply and distribution of fuels and lubricants.

B. Agriculture, fisheries, farming & commodities (optimum worker capacity)

  • Agriculture, fisheries and farming (livestock) including its chain of activities/services.
  • Plantation and commodities including its chain of activities/services (palm oil, rubber, pepper, cocoa).

C. Construction

  • Critical maintenance and repair work.
  • Major public infrastructure construction works.
  • Building construction work that provides complete employee accommodation on the construction site or having workers stationed in Centralized Labour Quarters (CLQ).
  • Small scale construction and projects managed by G1, G2, G3 and G4 grade contractors.
  • Renovation works for residential houses.
  • Government-funded construction projects.
  • Soil survey.
  • Professional services/consultations for construction works.
  • Services in the periodic chain that are involved in construction works.

D. Trade and distribution

Without vaccination condition: 

  • Shopping malls are effectively CLOSED, except for supermarkets, hypermarkets, and departmental stores INCLUDING all necessary services listed.
  • Supermarkets, hypermarkets.
  • Department stores.
  • Pharmacies, personal care, variety stores, and mini marts.
  • Restaurant.
  • Laundry (including self-service)
  • Pet care and pet food stores.
  • Optometry and optical goods store.
  • Hardware store.
  • E-commerce (all product categories).
  • Wholesale and distribution (all categories of necessary service products).
  • Vehicle workshop, maintenance, and spare parts.
  • Other Specialty Retail Stores (gas stations).

With fully vaccination condition:

  • Vehicle wash.
  • Electric and electronic shops.
  • Home and kitchen appliances stores.

  • Morning and Farmers’ Market only.

  • Any services, employment, industry, business set by the Government after consulting with the authorities that regulate such things.

Prohibited activities during Phase One of the National Recovery Plan (Negative list)

Economic activities

  • Spas, reflexology centres, massage centres, wellness centres as well as manicure and pedicure services.
  • Cybercafes and internet centres.
  • Driving school/centre, maritime and aviation training centres.
  • Outdoor photography.
  • Casinos, horse race tracks and lottery centres.
  • Alcohol factories/breweries and liquor stores.

Entertainment activities

  • Nightclubs and pubs.
  • Cinemas or movie theatres.

Social activities

  • Formal or informal governments/public and private events.
  • Social events such as festive celebrations, ‘kenduri’, events, engagement parties, wedding receptions, Aqiqah, Tahlil and ‘doa selamat’ events, birthdays, reunions, retreats, and other social gatherings.
  • Hosting guests at one’s residence, except for emergencies or item deliveries.
  • Face-to-face seminars, workshops, courses, training, conferences, talks, exhibitions and meetings, incentives, conventions and exhibitions (MICE).

Tourism activities

  • Tourist attractions such as zoos, farms, aquariums, edutainment centres, extreme adventure, nature parks and others.
  • Art, cultural and heritage centres such as museums, libraries, art galleries or cultural heritage villages, performance stages and others.
  • Theme parks, family entertainment centres, indoor playgrounds and karaoke centres.
  • Tourism activities that take place outside of the district or state boundaries.
  • International and domestic tourism activities by locals and domestic tourism activities involving foreigners entering Malaysia.

Sports and recreation activities

  • All team and contact sports and recreational activities.
  • All sports and recreational activities are done indoors.
  • The attendance of an audience or supporters at a sports or recreational venue.
  • Organizing local and international tournaments or competitions or matches except indoor or indoor competitions/tournaments organized by MSN and league matches of teams under MFL.
  • Sports and recreational activities are conducted outside of or across PPN enforcement areas, except with permission from PDRM.

Creative art activities

  • Performances at hotel lounges.
  • Indoor or outdoor busking (except at PPVs).
  • Activities at nightclubs or pub.
  • Activities at the cinema.
  • Indoor and outdoor filming.

Other prohibited activities

  • Any activities that involve mass gatherings that do not adhere to physical distancing.
  • Other matters will be determined by the government from time to time.
