UMLand J-Biotech Park Sdn Bhd Signs MOU With the Cosmetic & Perfumery Association of Hong Kong Ltd and Persatuan Anggun Menawan Malaysia

Kuala Lumpur, 9 March – Malaysia and Singapore are two countries whereby their cosmetic and beauty industry is growing rapidly with the ability to attract various investors in the beauty sector to help spur the economy. Most recently, the rise of the halal cosmetic sector has garnered a lot of interests especially with customers from Muslim countries. Currently, Malaysia is the leading Halal manufacturing country in the world with estimated USD $12.0 billion halal exports.

In line with that, UMLand J-Biotech Park Sdn Bhd (UJP), The Cosmetic & Perfumery Association of Hong Kong Ltd (TCPAHK) and Persatuan Anggun Menawan Malaysia (PAMM) today inked a Memorandum of Understanding (MOU) to bring in potential investors from Hong Kong, Macau and China to Johor Halal Park, Pasir Gudang, Malaysia

Mohd Noor Abdul Salam said, “Malaysia spent about USD $ 407.0 million on toiletries and cosmetic products and this was mainly by imports. Halal cosmetics and personal care products are being heavily promoted in the region. We hope with that collaboration, we will give opportunity, awareness and bring more potential cosmetics and perfume investors directly into Johor. The 10-year tax incentives for Halal manufacturing investors, provided by Federal Agency MIDA, will further boost Malaysia and Johor Halal Park to be an attractive investment location”.

Joseph Ho, President of the Hong Kong Cosmetic & Perfumery Ltd, also said “Johor is located next to Singapore, which give opportunities to potential cosmetic investors from Hong Kong, Macau and China to merge their businesses, especially in the cosmetic industry”.

Dora Mok, General Secretary of PAMM added, “Apart from bringing potential investors from those countries, under PAMM, we have 300 successful businessowners who are registered members. Most of them also have high business potential to operate their business in Johor Halal Park”

Joseph Ho, President of TCPAHK signed the Strategic Collaboration Agreement on behalf of Hong Kong, Macau and China Cosmetic & Perfumery Associations, and Alvin Loh, signed the same MOU on behalf of PAMM.

UJP was represented by Mohd Noor Abd Salam, Chief Executive Officer and witnessed by Masrah Ahmad, representing J-Biotech (100% owned by Johor State Government).

Johor Halal Park (JHP) is a joint venture collaboration between United Malayan Land Bhd (UMLand) and Johor State Government (via Johor Biotechnology & Biodiversity Corporation (J-Biotech)). JHP will be the 25th Halal Park in Malaysia and the first Halal Park operating exclusively for 100% Halal business.

CEO of J-Biotech Holdings, Asman Shah Abd Rahman said that with the development of the scientific Halal laboratory of international standards, it will speed up the Halal testing process and allow for every product to apply for certification faster. With these facilities, the analysis process could be shorten from a timeframe of 2 years to 30 days.

Working together with the Halal Development Corporation, JHP has been approved with HALMAS certification since last December 2016 for its first 103 acre Phase 1 development.

The Cosmetic & Perfumery Association of Hong Kong Ltd was founded in 1980 and aims to boost industry specialization and internationalization, including promoting businesses and establishing a wider scope of development in Macau and mainland China as well as neighboring countries. Their members are mostly involved in beauty, hair & cosmetic, manicure, retail and wholesale businesses. They are comprised of multi-national corporations, small, medium-sized and micro enterprises, beauticians, mentors, product formulations engineers, marketing sales and lawyers in world’s top 500 corporations.

Currently, TCPAHK has six association members including Hong Kong Image Designer and Asian Professional Image Association as well as up to 11 multinational corporations including Shiseido Hong Kong Limited, SaSa Cosmetic Co Ltd and Colgate-Palmolive (HK) Ltd.

Persatuan Anggun Menawan Malaysia is a NGO which began in late 2014 with the mission of uniting various small and medium enterprises involved in the beauty sector. The NGO currently boasts up to 300 registered members.

With the MoU in place, both parties will be working closely on the cosmetics sector, regulations, setting up business operations in Malaysia and local rules if operating and also market trends and situation, towards the respective members and their distribution network.
