As of 8 October 2021, the following is the official information obtained from the National Security Council regarding the SOPs for states that have moved to Phase 3 of the National Recovery Plan, including Perlis, Sarawak, Terengganu, Melaka, Selangor, Federal Territory of Kuala Lumpur, Federal Territory of Putrajaya and Johor.

Based on the Prime Minister, Dato’ Seri Ismail Sabri Yaakob’s announcement on 10 October, inter-state travel is permitted except for areas under the Enhanced Movement Control Order. This only applies to individuals who have been completely vaccinated.

The following is a list of activities that are permitted and disallowed under Phase 3 of the National Recovery Plan effective 16 August 2021.

Activities that are allowed during Phase Three of the National Recovery Plan (PPN):

  • Permitted service sectors
  • Purchase of essential goods.
  • Getting medical and health care.
  • Conducting official government and judicial duties

Activities that are not allowed during Phase Three of the National Recovery Plan (PPN):

  • Entertainment activities in nightclubs or pubs.
  • Social activities – Social events such as festivities, celebrations, weddings or engagements, receptions, aqiqah ceremonies, prayers, anniversary celebrations, reunions and birthday celebrations, retreats and other social events.
  • Activities related to meetings, incentives, conventions and exhibitions (face to face).
  • Sports and recreational activities beyond the specified capacity.
  • Organising all competitions and tournaments without permission from KBS.
  • Any activities that may lead to large crowds that would make it difficult to adhere to physical distancing and instructions of the Director-General of Health.
  • Any other matters decided by the government from time to time.

Areas under Phase Three of the National Recovery Plan (PPN):

  • Perlis
  • Sarawak
  • Terengganu
  • Melaka
  • Selangor
  • W.P.Kuala Lumpur
  • W.P.Putrajaya
  • Johor

**For areas under the EMCO, SOPs enforced by PKPD in these areas are effective until the end of the EMCO.

When does Phase Three of the National Recovery Plan (PPN) take effect?

Effective 16 August 2021 (starting from 12.01 am).

*For Terengganu, effective 17th September 2021 (starting from 12.01 am).

**For Malacca, Selangor, W.P.Kuala Lumpur and W.P.Putrajaya effective 1 October 2021 (starting from 12.01 am).

***For Johor effective 8 October 2021 (starting from 12.01 am).

Fully vaccinated individuals: 

Individuals who have fulfilled these criteria are considered fully vaccinated:

  • Double-dose vaccines such as Pfizer-BioNTech, AstraZeneca, Sinovac: 14 days after second-dose vaccination
  • Single-dose vaccines such as Johnson & Johnson & CanSino: 28 days after vaccination

General Health Protocols

  • Licensees and premise owners are required to provide MySejahtera QR Code facilities and customer attendance registration books.
  • Hand sanitisers are provided at the entrance and used before entry.
  • Use of MySejahtera application is mandatory in areas with wide internet access. The use of customer attendance registration book is only allowed in areas with no internet coverage or other reasonable grounds (senior citizens, absence of smartphones etc.).
  • Licensees and premise owners are to ensure that customers check into premises using MySejahtera or manually write names and phone numbers in the absence of internet coverage.
  • Employers, employees, customers and visitors are required to check-in with MySejahtera or manually write their names and legible phone numbers (if there is no internet coverage) before entering any premises including government and private offices.
  • For shopping complexes, supermarkets or departmental stores, customers are only required to conduct a one-time body temperature scan at the entrance of the complex and not at every business premise in that building.
  • Those with body temperatures above 37.5 degrees Celsius are not allowed to enter complexes and premises.
  • Owners of businesses and premises outside the building must ensure that only customers with Low-Risk status including Casual Contact Low Risk in MySejahtera or COVID-19 Vaccination Card are allowed to enter their respective complexes or premises.
  • Licensees and premise owners must ensure customer control of the premises with a physical distancing of at least 1 metre.
  • Individuals under 18 years of age are discouraged from going to public places and facilities.
  • Licensees and premise owners must limit the number of customers in their premises with physical distancing of at least 1 metre at any one time.
  • Each premise must display the total entry limit for customers at any one time. The use of a queue numbering system is encouraged for customers entering a particular premise.
  • All building owners must provide QR Codes at every level.
  • Employees, suppliers and customers are required to wear masks correctly according to MOH recommendations when they are in the premises.
  • Ensure good ventilation systems on the premises based on the guidelines on ventilation and indoor air quality issued by the Department of Occupational Safety and Health (DOSH).
  • It is compulsory to wear a mask especially when in public places except for the following activities and places:
    • Hotel rooms or paid accommodation involving members of households.
    • Solitary workspace.
    • Sports and recreational activities.
    • Own vehicles and vehicles involving members of households.
    • Indoor or outdoor public areas and areas without any other individuals.
    • During meals and drinking in public places without any other individuals (other than in restaurants or premises food).

SOP for fully-vaccinated individuals in Malaysia:

Inter-State Travel

  • Inter-state travel is allowed for individuals who have completed vaccination by presenting a COVID-19 Vaccination Digital Card/Certificate and identity card/passport as proof.
  • Individuals who have received complete vaccination are allowed to bring children aged 18 years and below in compliance with the general health protocols.

Citizens and Non-Citizens Returning/ Arriving from Overseas

  • Travelling citizens and non-citizens who have residences in Malaysia (including PRs and Malaysia MY Second Homes) who have returned or arrived from abroad and have been fully vaccinated are allowed to undergo mandatory home quarantine and are given a digital Home Surveillance and Observation Order (HSO) subject to the Ministry of Health (MOH) risk assessment and details issued by the MOH.
  • Show evidence of RT PCR test report with negative results carried out 3 days before departure.
  • Have a certificate of completed COVID-19 vaccination (depending on the type of vaccine).
  • No symptoms during health screening at the National International Gateway (PMA).
  • Have a suitable residence to undergo quarantine.
  • Individuals returning / arriving from abroad and incompletely vaccinated or not vaccinated  need to undergo quarantine at designated and vaccinated quarantine centres subject to details released by the Ministry of Health (MOH).
  • The mandatory quarantine period for travellers from all countries is 14 days and can be extended for another 7 days if there is a need based on the results of the risk assessment carried out on the 14th day.
  • Traveller is required to make a self-assessment daily via the Home Assessment Tool (HAT) in the MySejahtera app and this must continue until the end of the quarantine period (either 14 days or 21 days from the date of arrival).
  • Travellers are required to undergo test screening and this must continue until the end of the quarantine period (either 14 days or 21 days from the date of arrival).

  • Travellers are required to undergo test screening for COVID-19 infection detection via COVID-19 RT-PCR test upon arrival at PMA. Repeat test screening for COVID-19 infection detection test, RT-PCR COVID-19 is done on day 10 or 18 (for travellers who need to undergo a 21-day quarantine).

Dine-in or eating at restaurants

  • Restaurant operators including those in hotels, sports and recreation clubhouses, eateries, food stalls, certified vehicles, roadside hawkers, mobile hawkers, food courts, hawker centres, roadside food stalls and kiosks are allowed to provide dine in services by complying with the following requirements:
    • Only accept customers who have completed vaccination and are not infected.
    • Business premise owners must display a completely vaccinated and non-infected customer acceptance notice at the entrance of the premises.
    • Only employees who have received complete dose vaccinations and are not infected are allowed to work.
    • The owner of the business premises must ensure that the layout of the tables comply with physical distancing guidelines and the premises have a good ventilation system. Dine in activities with physical distancing of at least 1 metre is subject to SOP of KPDNHEP NRP 4 Phase 3 Distribution Trade.
  • Individuals who have received complete vaccination are allowed to bring children below 18 years old for dine in, in compliance with general health protocols.

Sports / Recreational Activities

  • All physical contact sports and recreational activities are performed in the area.
  • Outdoor sports are limited to individuals who have complete vaccination and only from 6 00 am to 12 00 midnight subject to the movement control order enforced
  • Operation of all outdoor sports and recreational facilities ( in compliance with General SOP Sports and Recreation Sector with supervised control).
  • The attendance of not more than 80 employees comprising management and operations.
  • Usage is among individuals who have completed vaccinations for physical contact activities. Individuals who have received complete vaccinations are also allowed to bring children under the age of 18 to carry out such activities with strict SOP compliance.
  • All contact and non-contact sports and recreational activities individually or in groups in indoor areas are limited for individuals who have completed vaccination only from 6 00 am to 12 00 midnight subject to the movement control order enforced.
  • Operations of all indoor sports and recreation facilities in compliance with 50 capacity use area with supervised control.
  • Activities or training of contact and non-contact sports and recreations in groups conducted in a controlled manner WITH supervised control is subject to 50 capacity of area usage or not exceeding 250 persons at a time including parent, instructor, coach (whichever is lower).
  • Individuals who have received complete vaccination are also allowed to bring children under the age of 18 years to conduct such activities in tight compliance with SOP’s.
  • Organization of all tournaments or competitions for contact or non-contact sports at the state/ national district community level only with permission from the Ministry of Youth and Sports.
  • Organizing a mass sports event, competition, tournament with limited KBS permission with participation not exceeding 250 persons at a time.
  • Organizing international tournaments or competitions according to the Sports Bubble model is subject to KBS permission only.
  • Attendance of spectators of supporters at sports and recreation venues are subject to 30 capacity areas/ seats or 10 000 persons (whichever is less and limited to completed vaccinations aged 18 years and above only.
  • Operations of all outdoor/indoor sports and recreational facilities are subject to the Local Authorities (relevant authorities).

Tourism Activities

  • Inter-state tourism activities are allowed for individuals who have received complete vaccinations.
  • Completely vaccinated guests are allowed to conduct tourism activities by presenting a COVID-19 Vaccination Digital Card/ Certificate upon check-in
  • Hotel and homestay operators must ensure that individuals who wish to enter the premises must present a COVID-19 Vaccination Card/ Certificate proving that the individual has been fully vaccinated.
  • Individuals who have received complete vaccination are allowed to bring children 18 years old and below for tourism activities in hotels and homestays in compliance with general health protocols.
  • Appointment visits for visitors who have been completely vaccinated to premises and public cultural facilities such as museums, galleries, archives, handicraft centres, memorials, libraries and cultural complexes, centre/ cultural heritage village.
  • Cultural performance on stage allowed with a capacity of 50% in the premises.
  • Tourism centres/premises/products such as zoos, plantations, aquariums, snorkelling, fishing, scuba diving and jungle parks are allowed to operate with a capacity of 50% in the premises provided all operators and operators / employees / visitors are completely vaccinated.
  • Theme parks and family entertainment centres are allowed to operate with a visitor capacity of 50% in the premises provided that operators/ employees / visitors are completely vaccinated.

Recreational Fishing

  • Recreational fishing activities including fishing ponds are allowed for individuals who have been completely vaccinated from 6 00 am to 12 00 pm in the same state.

Picnic and Camping

  • Picnic and camping activities are allowed in the same state.
  • Individuals who have received complete vaccinations are allowed to bring children below 18 years of age for such activities with strict SOP compliance.

Cruise ships

  • Cruise ships are allowed at 50 capacity provided all crew and passengers are fully vaccinated.
  • Pub and nightclub activities are not allowed.

Manufacturing Sector, Construction, Mining and Quarrying

  • For the manufacturing, mining, quarrying and construction sectors that have achieved the following rates of complete vaccination for workers:
    • 80% to 100% : Allowed to operate with a capacity of 100 employees.
    • Less than 80%: Allowed to operate with capacity of up to 80 employees only.
  • RTK Antigen test on employees carried out every 2 weeks with costs borne by the employer.

Trade and distribution sector

These sectors are allowed provided that customers are fully vaccinated:

  1. Photography and photography services shop
  2. Used merchandise store
  3. Florist and nursery
  4. Handicraft and souvenir shop
  5. Antique shop.
  6. Toy shop.
  7. Carpet shop.
  8. Creative content store and creative industry equipment.
  9. Outdoor equipment store (including camping equipment, fishing etc.).
  10. Cosmetics, skincare and perfume shop.
  11. Tobacco shop (including vape and electronic cigarettes).
  12. Homeware and kitchenware store
  13. Furniture store
  14. Sports equipment store
  15. Vehicle accessories store
  16. Vehicle distribution and sales centre
  17. Clothing, fashion and accessories store
  18. Jewellery store
  19. Barbershop
  20. Beauty Centre/ Salon
  21. Housing Show Room Gallery
    • Premise owners must ensure that customers who wish to enter the premises must present a COVID 19 Vaccination Digital Certificate Card proving that the customer has been fully vaccinated.
    • Parents of guardians who have received complete vaccination are allowed to bring the child below to the premises in compliance with general health protocols.

    Spas, Wellness and Health Massage

    • Operations of spas, health centres and wellness massages are allowed for visitors and operators who have completed vaccination.
    • Employees and customers must have a completed vaccination, not positive for COVID 19, not a close contact with positive and non-symptomatic cases.
    • Only customers with appointments allowed. Walk-ins are not allowed.
    • Wear disposable gloves and face shields while carrying out activities.
    • Replace gloves, bed linens, mattresses, chairs and purifying equipment including face shield for each customer.
    • Ensure that the ventilation system is maintained on schedule.
    • Monitoring by MOTAC will also be carried out including:
      • SPA operators are required to declare the number of employees who have completed vaccination and delivered to MOTAC before being allowed to operate.
      • Self Sop Compliance Programme, especially in-premise ventilation.
    • Regular and spot checks, monitoring and inspections performed by MOTAC.
    • COVID 19 detection test screening on symptomatic workers.

    Driving Lessons

    • Driving Institutes are allowed to operate provided that trainers and candidates are fully vaccinated by presenting the Covid 19 Vaccination Digital Certificate Card and identity card as proof.
    • Employees who have received the completed vaccinations and non-symptomatic are allowed to work.

    Creative Industries and Entertainment Activities

    • All creative industry players who have been fully vaccinated are allowed to carry out the following activities:
      • Development and broadcasting of creative content by recording or live broadcasting
      • Broadcasting by recording or live broadcasting information and entertainment content with a vaccine-complete audience in attendance with 70% audience capacity in the studio space.
      • Creative industry filming inside and outside the studio without an audience.
      • Busking.
      • Performances in the hotel lounge are allowed with physical distancing.
      • Live performance activities such as musical theatre and comedy (pre-registration) with a fully vaccinated audience and an audience capacity of 70 in the premises.
    • Cinema activities are allowed provided all employees and audiences are fully vaccinated with a capacity of 80% in the cinema screening hall space.

    Official Government and Private Functions

    • Official government and private events including inauguration are allowed with the following conditions:
      • The organizers and participants must have a completed vaccinations, not positive COVID 19, not a close contact to positive cases and not symptomatic.
      • Unvaccinated individuals are required to undergo pre-event testing using a self-test kit witnessed by the organiser or confirmation from medical practitioners
      • Only involving 50 capacity area, premise, hall.
      • Serving only packed food.

    Seminars, Workshops, Courses, Training and Talks

    • Seminars, workshops, courses, training and talks are allowed with the following conditions:
      • The organisers and participants must be completely vaccinated, not positive for COVID-19, not a close contact to positive cases and non-symptomatic.
      • Individuals who have not been vaccinated must undergo a pre-event test using a self-test kit (saliva) witnessed by the organisers or confirmed by a medical practitioner.
      • Only involving 50% capacity of the premise/ hall / place
      • Serving only packed food.

    Movement and Travel 

    • Inter-state travel is allowed for fully vaccinated individuals
    • Inter-state travel is not allowed in MCO or EMCO areas.
    • All entry and exit into MCO areas will be closed and controlled by the police (PDRM) with the help of ATM, APM & RELA.
    • Movement of individuals who have been fully vaccinated is allowed based on the total capacity of the vehicle. Individuals are allowed to bring children 18 years of age and younger in compliance with general health protocols.
    • Meanwhile, for those who have not received a complete vaccine:
      • Only three (3) household representatives are allowed out only to get food supplies, medicine, dietary supplements and basic necessities.
      • A maximum of three (3) people only including patients are allowed out to seek health care services, medical, screening tests, vaccination programs, safety or emergency.
    • The number of passengers in taxis and e-hailing is limited to three (3) people only including the driver, passengers must sit in the back.
    • The number of persons allowed in the vehicle carrying goods as well as the chain of economic or industrial activities including the transportation of workers depends on the vehicle registration license.
    • The number of people allowed in the Department Vehicle or the Official Car of the Post is based on the capacity of the vehicle.
    • Activities and services at all airports and ports are allowed to operate 24 hours.
    • Sea and land public transport services such as ferries, busses, express busses, LRT, MRT, ERL, Monorail and others are allowed to operate based on vehicle capacity.
    • Unloading activities at premises, factories and ports are permitted
    • Travel for disaster or humanitarian aid and relief by non-governmental organizations (NGO) must obtain the permission of the State Disaster Management Committee (JPBN) or District Disaster Management Committee (JPBD) of the affected area. The aid must be channelled through the Disaster Operations Control Center (PKOB) in the area.
    • Short-term business traveller under the One-Stop Center (OSC) initiative is allowed with prior permission from PDRM.

    Services that are allowed to operate during Phase 3 of the National Recovery Plan (PPN):

    Working in the public sectors

    • Subject to latest directives by the Chief Secretary to the Government
    • Hybrid operations of government offices through office and Work From Home (WFH) (using the following approach):
      • Attendance at the office not exceeding 80% (excluding front liners, security, defence and enforcement services) and 20% WFH by rotation.
      • Service counters are open subject to the latest directions of the Chief Secretary to the Government.
      • Attendance at the office must be accompanied by official documents and employee passes.

    Working in the private sector

    • Inter-state employee travel is subject to employee passes or employer’s confirmation letter
    • Employee attendance capacity for the private sector is limited to 80%.
    • All private/ non-government offices are allowed to operate provided that employees are fully vaccinated as follows:
      • 80% to 100%: Allowed to operate with a capacity of 100% of employees.
      • Less than 80%: Allowed to operate with a capacity of up to 80% of employees.

     Meetings

    • Face-to-face meetings are allowed only for vaccine-completed individuals with 50% capacity of the meeting room space. Individuals who are not completely vaccinated yet must attend the meeting by video conferencing.
    • Meetings are encouraged to be conducted via video conferencing.

    Interviews

    • Critical interviews are allowed to be conducted face-to-face and online.

    Business and Services

    • Restaurant operators including hotels, sports and recreational clubhouses, eateries, food stalls, food trucks, roadside hawkers, mobile hawkers, food courts, hawker centres, roadside food stalls or kiosks are allowed to operate from 6.00 am to 12.00 pm.
    • Allowed food sales activities are takeaways, drive-throughs or deliveries except dine-in services for customers who have received complete vaccinations. Dine-in services for social celebrations are not allowed.
    • Health services such as hospitals, clinics, medical laboratories, veterinary hospitals and veterinary clinics can operate for up to 24 hours or according to the permitted operating license.
    • Petrol stations, including convenience stores at petrol stations, are allowed to operate from 6.00 am to 12.00 pm except on tolled highways that can operate up to 24 hours.
    • All distribution trade sectors are allowed to operate from 6.00 am to 12.00 pm or according to licence terms and conditions.

    Markets

    • Daily markets and public markets are allowed to operate from 6.00 am to 4.00 pm subject to local authorities (PBT) with SOP compliance and supervision of RELA or PBT members.
    • Controlled Fresh Markets (CFMs) are allowed to operate from 7.00 am to 2.00 pm
    • Permanent Farmers Markets (PFMs), MyFarm Outlets (MFOs) and Area Farmers’ Organisation Complexes (AFOCs) are allowed to operate from 6.00 am to 6.00 pm.
    • Wholesale markets are allowed to operate according to the operating hours stipulated by the local authorities’ licenses and permit requirements provided that employees are completely vaccinated and comply with the SOPs with the supervision of RELA members or local authorities.
    • Farmers’ markets and morning markets are allowed to operate from 7.00 am to 1.00 pm.
    • Night markets and weekly markets are allowed to operate according to licenses/permits until 12.00 midnight in compliance with SOPs and supervision of the authorities and members of RELA/ Local Authorities.
    • Customers who wish to enter the night markets and Sunday markets must present a COVID-19 Vaccination Digital Card/Certificate proving that the customer has been fully vaccinated.

    Agriculture, Fisheries, Livestock, Plantation, Commodities, Logging, Manufacturing and Construction

    • Agriculture, fisheries, livestock farming, plantations, commodities, logging and their supply chains are allowed to operate.
    • Manufacturing, construction and supply chains are allowed to operate.

    Mining and Quarrying

    • Mining and quarrying operations are allowed subject to SOPs for mining and quarrying.

    Education

    • All private educational institutions in the centre category such as Tuition Centre, Language Centre, Skills Centre, Training Centre, Mind Development Centre and other centres registered under the Ministry of Education (MOE) may operate face-to-face with 50% class capacity rotation.
    • Reopening of all schools under the MOE and MOE registered educational institutions to conduct face-to-face Teaching and Learning (PDP) sessions are subject to the MOE based on risk assessment, advice and views of the Ministry of Health Malaysia and the National Security Council.
    • Opening of Primary Schools:
      • Students with Special Needs (MBK) at The National School of Special Education and Integration Special Education Programmes (PPKI) can attend without rotation;
      • Private preschool/kindergarten students can attend without rotation; and
      • Other Students conducting Home Teaching and Learning (PdPR)
    • Opening of Secondary Schools:
      • Form 6 Students Semester 2, International Baccalaureate Diploma Year 2 and Pre-University Semester 3 Programme at Malaysian Sports School (SSM) are allowed to attend without rotation;
      • MBK at Sekolah Menengah Kebangsaan Pendidikan Khas/Secondary School of Vocational Special Education and PPKI are allowed to attend without rotation;
      • Students of Pre-University Programmes in SSM and students of Sijil Pelajaran Malaysia (SPM) public examination classes, Sijil Tinggi Agama Malaysia (STAM), Sijil Vokasional Malaysia (SVM) and Sijil Tinggi Persekolahan Malaysia (STPM) in full boarding schools at Sekolah Berasrama Penuh (SBP), Sekolah Menengah Kebangsaan Agama (SMKA)/Sekolah Agama Bantuan Kerajaan (SABK) Boarding Boarding, School of Art and Sports Schools can attend without rotation;
      • Students of international examination classes, International General Certificate For Secondary Education (IGCSE) O-Level, A-Level, and Australia Higher School Certificate and International Baccalaureate Diploma Programme (IBDP) are allowed to attend without rotation;
      • Other international examination class students can attend by rotation;
      • Students of public examination classes SPM, STAM, SVM and STPM in day/private schools are present by rotation; and
      • Other Students of PdPR
    • Matriculation College – Students of Two Semester System and Four Semester System (Sem.III) will follow the PdP at the college/PdPR. Students of the Four Semester System (Sem.I) will follow the PdPR.
    • Institute of Teacher Education (ITE)
      • PdP to continue online until 6/7 November 2021 for undergraduate teaching preparatory programme students, Bachelor of Teaching Programme (PISMP) and Postgraduate Education Programme (PDPP) Mod Perdana. PdP will be implemented face-to-face/ hybrid at IPG campus starting 7/8 November 2021.
      • PdP to continue online for students of Diploma Perguruan Malaysia (PDPM) and PDPP Mode Courses in Leave (CIL).Face-to-face/hybrid PDP will be implemented from 11/12 December 2021.
    • Inter-State Travel
      • Students are allowed to travel inter-state to go to schools/educational institutions using confirmation letters from MOE, MARA or relevant ministries/agencies.
      • Students travelling to schools/educational institutions for students can be accompanied by a guardian.
      • Movement of teachers/lecturers or teaching staff to schools/educational institutions for inter-state purposes to implement PDP is allowed with confirmation letters from schools/educational institutions under KPM/MARA or relevant ministries/agencies.
      • Students who cross states from Peninsular Malaysia to Sabah, Sarawak and Federal Territory (WP) Labuan or otherwise must comply with regulations relating to COVID-19 screening and quarantine implemented.
    • Movement Control of Students/Students Returning to Hostels
      • Movement for admission of students to dormitories is allowed using confirmation letters from MOE/MARA or relevant ministries/agencies for inter-state travel purposes.
      • Students/students in hostels must perform the COVID-19 Self Kit Test three (3) times, i.e. before registration, on the sixth day and fourteenth day at hostels.
      • IPG students are encouraged to perform the COVID-19 Self Kit per day before returning to IPG or perform smear tests at health facilities and inform IPG of the test results.
    • Skills training sectors and industrial training centres including vocational colleges, TVET etc are allowed to operate.
    • Schools other than the MOE, tahfiz centres and other educational institutions are subject to the relevant ministries/agencies
    • All institutions under KPT supervision are opened in stages to students who have completed the vaccine and passed the effectiveness period after completion of vaccination. However, actual entry is subject to the capacity of IPT.
    • All teaching and learning activities (PDP) in IPT through face-to-face/ groups/clusters are allowed for students who have completed vaccinations and passed the effectiveness period after being vaccinated in compliance with strict SOPs. Hybrid PDP mode will be implemented for students on campus. Online PDP mode will continue for students who have not returned to campus.
    • International examinations and professional bodies, as well as research activities requiring laboratory facilities in the higher learning institutions, are allowed in accordance with the SOPs of the relevant IPTs and movement must be accompanied by confirmation by the relevant institutions.
    • Students who are in hostels, universities or educational institutions are allowed to be in hostels and continue learning in a hybrid manner.

    Kindergartens, Nurseries, Day Care Centres and Residential Care Centres

    • Nurseries and day care centres under the Social Welfare Department (JKM) are allowed to operate in accordance with the SOPs
    • Kindergartens, private kindergartens, kindergartens in private, international and expatriate schools as well as mind development centres are allowed to operate in accordance with the SOPs.
    • Designated care centres or rehabilitation centres for children, persons with disabilities (PWDs), senior citizens, women and various care centres are allowed to operate in accordance with the SOPs set under the relevant ministries, departments or agencies.
    • Operators and employees in these centres must be fully vaccinated.

    Religious activities

    • Religious activities in mosques and suraus for individuals who have been fully vaccinated are allowed subject to the rulings and SOPs by the State Religious Authorities.
    • Islamic wedding ceremonies (solemnisation) are permitted according to the rulings of the State Religious Authorities.
    • The management of burial of Muslims and grave visitations are allowed in accordance with the rulings of the State Religious Authorities.
    • Religious activities in houses of worship other than Islam (RISI) for individuals who have been fully vaccinated are allowed subject to stipulations and SOPs by the Ministry of National Unity (KPN)
    • Registration and customary wedding ceremonies for Muslims in the National Registration Department (NRD), houses of worship and religious associations are allowed according to the NRD rulings and SOPs set by the NRD
    • Funeral management and grave visitations for other than Muslims are allowed in accordance with the rulings of the NRD.

    Sports / Recreational Activities

    For individuals who have not completed or received complete vaccination, permitted activities are as follows:

    • All physical non-contact sports and recreational activities performed individually in compliance with physical distancing of at least 1 to 3 metres and performed in open spaces (outdoor) from 6.00 am to 12.00 pm subject to the movement control order enforced.
    • Operations of all sports facilities and public recreations (outdoor) are subject to the Local Authorities ( LA).
    • Participation of Malaysian athletes / coaches / officials / technical officers in tournaments or competitions or matches abroad are subject to the rules set by the Immigration Department of Malaysia
    • Entry of foreign athletes / coaches / officials / technical officers into Malaysia are subject to compliance with the regulations on entry of foreigners into Malaysia.

    Other disallowed activities

    Other activities are allowed except for matters decided by the government from time to time.

    Prohibited activities during Phase Three of the National Recovery Plan (Negative list):

    Entertainment

    • Activities in nightclubs or pubs

    Social activities

    • Social ceremonies such as feasts, festive celebrations, wedding or engagement celebrations, wedding ceremonies, receptions, aqiqah ceremonies, prayers, tahlil, birthday celebrations, birthday celebrations, reunions, retreats and other social ceremonies.
    • Activities related to Meetings, Incentives, Conventions and Exhibitions (MICE) face-to-face.

    Tourism 

    • In-country tourism activities involving foreign tourists entering Malaysia.

    Sports and Recreation

    • Sports and recreational activities performed EXCEED the prescribed capacity.
    • Organizing all tournaments/ competitions/ sports and recreational events WITHOUT KBS.

    Other prohibited activities

    • Any activity that could cause so many people to be present somewhere that it complicates physical distancing and compliance with the instructions of the Health Director-General.
    • Other matters decided by the Government from time to time

    With the new newly announced loosening of inter-state travel restrictions, this does not mean that the SOPs imposed can be ignored. They still need to be adhered to, to ensure that we are safe from the Covid-19 pandemic.
